UPSC INDIAN RAILWAY PERSONNEL SERVICE (IRPS) PRE EXAM
Candidates willing to apply for Indian Railway Personnel Service (IRPS) Examination are required to fulfil certain conditions to be eligible for it. The candidate who does not satisfy the Eligibility criteria like Age, Minimum educational qualification etc., their candidature shall be rejected by the authorities. The criteria for eligibility Indian Railway Personnel Service (IRPS) are decided by the conduction body itself. The candidate’s eligibility for Indian Railway Personnel Service (IRPS) Examination is based on the fulfilment of the following conditions:

UPSC IRPS EXAM NATIONALITY
A candidate must be either:
1. a citizen of India, or
2. a subject of Nepal, or
3. a subject of Bhutan, or
4. a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India, or
5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (2), (3), (4) and (5) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination, but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.
UPSC IRPS EXAM AGE LIMIT & RELAXATIONS
1. A candidate must have attained the age of 21 years and must not have attained the age of 32 years.
2. The upper age-limit prescribed above will be relaxable:
a. up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe;
b. up to a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates;
c. up to a maximum of three years in the case of Defence Services Personnel, disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof;
d. up to a maximum of five years in the case of ex-servicemen including Commissioned Officers and Emergency Commissioned Officers (ECOs)/ Short Service Commissioned Officers (SSCOs).
i. on completion of assignment (including those whose assignment is due to be completed within one year, otherwise than by way of dismissal or discharge on account of misconduct or inefficiency); or
ii. on account of physical disability attributable to Military Service; or
iii. on invalidment.
e. up to a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months notice on selection from the date of receipt of an offer of appointment.
f. up to a maximum of 10 years in the case of candidates belonging to Persons with Benchmark Disabilities (PwBD) categories viz.
i. blindness and low vision;
ii. deaf and hard of hearing;
iii. locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims, and muscular dystrophy;
iv. autism, intellectual disability, specific learning disability, and mental illness;
v. multiple disabilities from amongst person under clauses (i) to (iv) including deaf-blindness.
NOTE 1. Candidates belonging to either the SC or the ST or the OBC category viz. those coming under the category of Ex-servicemen or PwBD will be eligible for a grant of cumulative age-relaxation under both categories.
NOTE 2. The term Ex-servicemen will apply to the persons who are defined as Ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.
NOTE 3. The age concession will be admissible to Ex-servicemen i.e. a person who has served in any rank whether as a combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and who either has been retired or relieved or discharged from such service whether at own request or being relieved by the employer after earning a pension.
NOTE 4. Notwithstanding the provision of age-relaxation candidates of the PwBD category will be considered to be eligible for appointment only if they (after such Medical Examination as the Government or appointing authority, as the case may be, may prescribe) are found to satisfy the requirements of physical and medical standards for the concerned Services to be allocated to the candidates of PwBD category by the Government.
3. The date of birth, accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which extract must be certified by the proper authority of the University or in the Higher Secondary examination certificate or an equivalent examination certificate. The certificate in support of the date of birth is required to be submitted by a candidate only at the time of applying for the Civil Services Examination.

UPSC IRPS EXAM: EDUCATIONAL QUALIFICATIONS
A candidate must hold a Graduate degree from any of the Universities incorporated by an Act of the central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University or possess an equivalent qualification.
NOTE 1. Candidates who have appeared at a qualifying examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the result as also the candidates who intend to appear at such a qualifying examination will be eligible for admission to the Civil Services (Preliminary) Examination.
NOTE 2. In exceptional cases, the Commission may treat a candidate who does not have any of the foregoing qualifications as a candidate, provided that the candidate has passed an examination conducted by any other institution the standard of which in the opinion of the Commission justifies the admission to the Civil Services Examination.

UPSC IRPS EXAM PHYSICAL STANDARDS
Candidates must be physically fit according to physical standards for admission to Civil Services Examination.
UPSC IRPS EXAM NUMBER OF ATTEMPTS
Every candidate appearing at the examination, who is otherwise eligible, shall be permitted six (6) attempts at the CSE. However, relaxation in the number of attempts will be available to the SC/ST/OBC and PwBD category candidates who are otherwise eligible. The number of attempts available to such candidates as per relaxation is as under:
1. General Category Candidates: 6 attempts
2. Scheduled Caste/Scheduled Tribe (SC/ST) candidates: No restriction
3. Other Backward Class candidates: 9 attempts
NOTE 1. An attempt at a Preliminary Examination shall be deemed to be an attempt at the Civil Services Examination.
NOTE 2. If a candidate appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
NOTE 3. Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
UPSC IRPS PRE ELIGIBILITY HIGHLIGHTS

UPSC IRPS PRE 2022 EXAM ANALYSIS (5 JUNE 2022)
UPSC Prelims 2022 was conducted on 05th June 2022 (Sunday). Let us have a look at the individual sections and the type of questions asked in the exam. This analysis will help all the candidates who have appeared in the exam or all those aspirants who are going to appear for the exam in the future. The UPSC Prelims 2022 exam was conducted in two shifts for the two papers. The GS Paper I was held between 09:30 AM-11:30 AM and includes 100 questions in total. Whereas, the GS Paper II (CSAT) is conducted from 02:30 PM - 04:30 PM and comprised 80 questions.

The 2019 UPSC Pre exam process commenced with the civil services preliminary exam, which was held on 2nd June. The results of the same were out on 12th July 2019.
PAPER I GENERAL STUDIES
1. History
1. There were a total of 17 questions asked from history this year.
2. Most numbers of history questions were from the topic of modern history (5 questions), followed by art & culture and medieval (4 questions each), then ancient history (3 questions), and the least number was from the post-independence section (1 question).
2. Polity
1. There were 15 questions asked from the polity this year in the prelims GS I paper.
2. Most of the questions were easy and attemptable in this section. Except for a couple of questions which could be called ‘difficult’.
3. The questions were asked from the following subsections of polity: Fundamental Rights, Historical background of the Constitution, Rights issues (tribes related), Basic structure, amendments, Judicial review, Judiciary, Executive, Legislature, Terms in political science.
3. International Relations
1. There were five questions asked from the IR section this year.
2. Most of the questions were easy and attemptable in this section.
4. Economy
1. There were 14 questions asked from the economy this year in the prelims exam.
2. Many questions were asked from banking and finance, schemes, sectors of the economy, the balance of payments, and international trade.
3. One question each was asked on fiscal policy, agriculture, and labour rights.
5. Science & Technology
1. There were 7 questions from this section this year.
2. In general terms, this section was not an easy one.
3. In previous years, the observation was that the science and tech questions were pretty direct and one need not have had to go beyond the basic facts.
4. But, this year, the questions were a little deeper and some of them could be called confusing as well.
6. Geography & Environment
1. There were 14 questions from geography and 11 from environment sections this year.
2. Most questions from geography were static, while the environment questions were a mix of current affairs and static.
3. In the geography section, most of the questions were from the Indian geography section, followed by physical geography and world geography, in that order.
4. Some of the questions were tough in the geography section, for example, there were two questions on rivers that are not very well known.
PAPER II CIVIL SERVICES APTITUDE TEST
In this year, Passages overall dominated the paper with a good amount of critical reasoning questions. Those candidates who could use question selection strategies could ease the solving process. Interestingly, this year there was no Data Interpretation question. But there were some questions which required Visual Reasoning. Overall, the level of difficulty was moderate which means that difficulty increased slightly as compared to last year.

1. Cover the whole syllabus: The syllabus should be covered comprehensively. No portion should be left for granted, whatever the past trends. UPSC can tilt towards any portion of the massive syllabus and hence it's advisable to be on the safer side.
2. Attempt mock test: After coverage of a substantial portion of the syllabus, a decent number of mock tests must be attempted. The number of mocks should be reasonable. Too many tests would drain your precious energy and too few numbers would leave you unprepared. Mocks should be given in an exam-type environment only. Joining only one standard Test Series would be a wise idea.
3. Proper revision: The syllabus of Prelims is quite massive and scattered. More than coverage, it's important to consolidate the entire material. Hence, revision should be both reasonable and time-bound. A fine balance is demanded in the coverage of the syllabus and revision of the covered portion.

UPSC PRE admit card will be released on the official website of the UPSC. Eligible candidates can download the UPSC PRE admit card with their credentials such as Registration ID and date of birth. No candidate will receive an Admit card by email, fax, etc. It includes details such as the candidate's name, test date, test time, and test center. Candidates can follow the below mentioned steps to download admit card for the UPSC PRE exam:

UPSC IRPS Prelims 2023: Who Can Apply
Nationality / Citizenship
To appear for the UPSC IRPS exams you need to be a citizen of India, for all other services, you must be either:
(a) A citizen of India,
(b) Or a subject of Nepal,
(c) Or a subject of Bhutan,
(d) Or a refugee from Tibet that came to India before the 1st of January 1962 with the intention of settling in India permanently.
(e) Or an individual with Indian origin who has migrated from Burma, Sri Lanka, Pakistan, East African countries of Uganda, Zambia, Zaire, Kenya, the united republic of Tanzania, Malawi, Ethiopia, & Vietnam, with the purpose of settling permanently in India.
Note:
(1) If you belong to categories b), c), d), and e), then you’d need a certificate issued by the govt. of India to be eligible.
(2) Also belonging to the b), c), d), and e). Categories will bar you from being eligible to be appointed to the Indian Foreign Services.

Educational Qualifications:
(i) The candidate must have at least a bachelor’s degree from a recognised university to take the UPSC exam.
(ii) Even those candidates who have written the final year exams of the qualifying exam (bachelor’s degree) and are awaiting results can apply. Also, candidates who would write the final exam are also eligible to apply for the IRPS prelims exam. But, these candidates must produce proof of passing the exam while applying for the IRPS mains exam.
(iii) In exceptional cases, the UPSC may allow a candidate who does not fall under the aforementioned categories if the candidate has passed an exam conducted by other institutions, the standard of which the UPSC is convinced justifies his/her admission to take the UPSC exam.
(iv) Those candidates with professional/technical qualifications which are recognized by the Government as equivalent to professional/technical degrees are also eligible.
(v) MBBS candidates who have not yet completed their internship by the time of applying for the UPSC Mains will be given a provisional admission to take the mains, provided they submit a copy of the certificate from the concerned University/institution authority that they have passed the requisite final professional medical examination. At the time of the interview, such candidates will have to produce a certificate from the University/institution stating that they have completed all the requirements (including completion of internship) for the award of the medical degree.
Physical Standard
Applicants appearing for the UPSC IRPS exam must be physically fit and have a sound mind. After the UPSC CSE personality test selected applicants undergo several medical tests at the medical center notified by the UPSC. Candidates must pass all the medical tests to get admitted to any of the services.

Steps to fill the Part I of the UPSC CSE application form
Step 1: Visit the official website of UPSC
Step 2: Click on the Exam Notifications tab.
Step 3: Click on Apply Online link.
Step 4: Click on the Civil Services Part-I registration.
Step 5: Read the application form instructions carefully and click on Yes.

UPSC IRPS Prelims 2023: Scheme of Exam
1. The Preliminary examination will be held as an Offline Pen & Paper Based Examination.
2. UPSC IRPS Preliminary exam will contain objective-type questions.
3. For each question for which a wrong answer has been given by the candidate, one-third of the marks assigned to that question will be deducted as a penalty.
4. The UPSC IRPS Preliminary Examination will be held in two papers of total 400 marks.
5. For each paper, 120 minutes will be allotted.
6. The question paper will be set both in Hindi & English.
