How to apply

1. Read the advertisement carefully, Before you apply.

2. The candidates should apply online through the official link on or before 18 March 2023.

3. Keep your Documents whole, and at the time of submission check each document carefully.

4. Wherever an Application Fee is required for Submission of an Application, It Must be submitted on time, or else the Application will be rejected.

5. After successful submission of an application, it is required to have a copy of your application form, for further process.

General Instructions:

1. Online applications can be filled and submitted on the web portal as per the link provided on UPNHM website on or before the last date of submission of online applications.

2. Maximum age of a candidate availing all relaxations shall not exceed 65 years.

3. Reservation will be provided as per applicable reservation rule to candidates who are original inhabitants of Uttar Pradesh (having domicile of Uttar Pradesh only).

4. Candidate not having domicile of Uttar Pradesh will be treated under Unreserved category and may apply as Unreserved category candidates.

5. The candidates of Uttar Pradesh state who are claiming reservation in their respective category belonging to OBC NCL (NON-Creamy Layer) are entitled to reservation admissible to OBC category. Similarly, benefits of reservation to OBC (NCL) /SC/ST/EWS) category will be admissible only when post is reserved for them. If post is not reserved for their respective category, they can apply against unreserved vacancy and in such case, they will be treated at par with "UNRESERVED (UR)" candidates for all purposes. Note: The OBC (NCL) and EWS must be generated in the current financial year to the last date of online application (i.e. post 01-04-2022 to last date of online application).

6. OBC Candidate of creamy layer is not entitled for reservation.

7. Candidates can fill the online Bidding application only if, the candidate possess the minimum Essential Qualifications stipulated for the post in the advertisement. Otherwise, submitted application(s) shall be out rightly rejected.

8. Before proceeding the candidate should have filled all the requisite fields i.e. personal information, contact information & educational qualification etc.

9. The candidate shall also be required to upload the images of recent photograph and signature and relevant documents related to qualification, specialization and category etc.

10. A candidate can fill maximum 5 Districts across all programs irrespective of the number of facilities in those Districts. The candidate can apply for multiple contractual vacant post of Specialist under various program(s) from amongst the selected 5 districts.

11. The Candidates are required to select the Facilities in order of their preferences. Please note that the facility selected first will be considered as Preference 1, facility selected second will be considered as Preference 2, and so on.

12. Selection/appointment of the candidate for the contractual position is purely provisional, unless verification of documents and genuineness of the candidature is verified. In case of any incorrect/falsification/ tempered/fabrication found, selection/appointment will be liable to be cancelled forthwith and appropriate legal action may be taken against 2 the candidate. 

13. Candidate should have a valid personal e-mail ID and mobile number. It should be kept active during the entire recruitment process. Registration number, password, etc. for document verification or any other important communication will be sent on the same registered e-mail ID of candidate (also check email in spam/junk box). Candidate is, therefore, requested to regularly check their email for any communication from NHM. Under no circumstances, the candidate should share/mention e-mail ID or password to/ or any other candidate / person.

14. Candidate found provisionally eligible shall be called for DVP at their own expenses. Please note that the Call Letter for Document Verification Process (DVP) will not be sent by post.

15. Candidate is advised to view the UP NHM Portal i.e. upnrhm.gov.in from timeto-time for notifications/other related information.

16. If at any stage of recruitment, it is found that the candidate does not fulfil the eligibility criteria and/or that he/she has furnished incorrect/false information/certificate/documents or has suppressed any material fact(s), his /her candidature will stand cancelled. The decision of the NHM, UP in any matter relating to the recruitment at any stage will be final and binding upon the candidate.

17. Vacancies/ Recruitment process may vary in number and category at any stage during the recruitment process. NHM, UP reserves the right to cancel any or all positions at any stage of the recruitment process.

18. No offline applications/walk-ins will be entertained, only online applications will be considered.

19. Number of openings of portal for reverse bidding may increase.

20. After Successfully submitting of online application click on the Print button. A pdf version needs to be downloaded and the same needs to be carried on the day of DVP.

Tie Breaking Criteria - In case of tie between the L1 bidders, the resolution will be done in following order In case of tie, the bidder having higher qualification, will be placed higher in merit In case of tie as mentioned in the bidder having higher experience, will be placed higher i.e. the bidder having more experience will be placed higher in merit In case of tie as mentioned in the bidder older in Date of birth, will be placed higher i.e. the candidate in age seniority will be placed higher in merit In case of tie as mentioned in above, the candidate with name in alphabetical order will be placed higher in merit.

24. The portal shall be open for 30 days for the candidates to upload the Bidding application. After that, the candidate with the lowest quote (L1 bidder) for each position shall be reflected on the portal.

25. Reverse auction will be carried out for all such positions wherein more than 1 application has been received on or before the last date of submission of online applications.

26. Regarding Reverse Auction date and time, the candidates will get a message and e-mail before 07 days on their registered mobile number and e-mail id respectively.

27. The portal will be reopened on a specified date for a period of 03 hours for reverse auction. A timer shall be displayed on the screen reflecting the time left for lowering the bids.

28. The candidate can lower their bid unlimited number of times during this period. The revision of the bid has to be more than Rs 500 every time.

29. After the reverse auction window has closed, the L1 bidder for each position with the lowest quote shall be reflected on the portal. If any candidate is L1 for more than one facility he/she will be awarded the facility as per his/her Preference already given and for remaining facility(s) the L2 bidder will be offered to work/join on L1 rates. If, L2 bidder denies/refuses to join on L1 rates then the offer will go to L3 bidder and so on with the objective to fill the vacancies.

30. If any candidate fails to participate in the reverse auction, then the last bid that has been submitted will be considered as final.

31. In the event of any dispute or disagreement under or in relation to this Bidding Process or over the interpretation of any of the terms hereinabove contained or any claim or liability of the party, the arbitration will be resolved according to the Arbitration and Conciliation Act 1996.

  • The Principal Secretary will be the sole arbitrator for any dispute.
  • The arbitration proceeding will be held in Lucknow Jurisdiction.
  • The arbitrator will give reasons for his award and the award passed by the arbitrator shall be final and binding upon the parties’ herein.

The award of the arbitrator shall be binding upon the parties to the dispute, provided, however, any party aggrieved by such award may make a further reference for setting aside or revision of the award to the Law Secretary, Department of Legal Affairs, Ministry of Law & Justice, Govt. of India. Upon such reference the dispute shall be decided by the Law Secretary or the special Secretary/ Additional Secretary when so authorized by the Law Secretary, whose decision shall bind the parties finally and conclusive.
