The European Union agreed on 3 June 2026 to join the United States–led Pax Silica initiative, a framework focused on coordination of artificial intelligence supply chains and export controls. The announcement was made during a Pax Silica summit held in Washington, D.C., while the initiative itself had been launched by the United States in December 2025.
Pax Silica Initiative Overview
Pax Silica is a strategic alliance aimed at strengthening cooperation among partner countries across the artificial intelligence ecosystem. Its scope includes semiconductors, computing power, critical minerals, energy resources, and digital infrastructure. The initiative is designed to develop a secure and innovation-driven global silicon supply chain and establish coordinated export controls for sensitive AI technologies.
EU Accession and Internal Consensus
The European Commission secured approval from EU member states to join the initiative, despite initial opposition from France. Countries such as Germany, Italy, and the Netherlands supported a unified EU position. The Commission also ensured that the Pax Silica declaration remains a non-binding political statement and does not affect the EU’s regulatory autonomy or internal decision-making powers.
Trade Commitments Under the Agreement
As part of the accession arrangement, the EU agreed to purchase at least 40 billion US dollars worth of American AI chips under a broader EU–U.S. trade framework.
Other Member Countries
Before the EU joined, several countries—including the United Kingdom, Japan, South Korea, India, Australia, Greece, Finland, and Sweden—had already become part of Pax Silica. Germany and the Netherlands also participate individually in addition to the EU’s collective membership.
Leadership and Key Developments
The initiative is attributed to Jacob Helberg, the U.S. Under Secretary of State, who is considered its primary architect. In May 2026, the United States and the Philippines launched the first Pax Silica AI manufacturing hub in the 4,000-acre Luzon Economic Security Zone.
