India is preparing to transfer Polar Satellite Launch Vehicle (PSLV) technology to private companies through the Indian National Space Promotion and Authorisation Centre (IN-SPACe), as part of its expanding private space sector framework. The initiative includes clear eligibility criteria, technical support from the Indian Space Research Organisation (ISRO), and provisions for commercialising launch vehicle technology within the domestic space industry.
Polar Satellite Launch Vehicle (PSLV)
The Polar Satellite Launch Vehicle (PSLV) is an Indian rocket developed by ISRO to deploy satellites into polar and sun-synchronous orbits. It has been widely used for launching both Indian and international satellites and is regarded as one of India’s most reliable and successful launch systems.
Eligibility and Transfer Conditions
Companies eligible for PSLV technology transfer must be majority Indian-owned and controlled. Applicants, or at least one member of a consortium, must have a minimum of five years’ experience in the space or aerospace sector. In addition, eligible firms must report an annual turnover of over Rs.400 crore for at least three of the previous five years, or have a valuation of at least Rs.1,000 crore.
Under the programme, IN-SPACe will provide infrastructure access and ISRO’s technical support for up to 30 months, or until the selected entity successfully builds and launches two PSLV vehicles. The expression of interest process is aimed at encouraging private sector involvement in rocket manufacturing and launch services.
Indian Space Sector and Private Participation
India opened its space sector to private participation in 2019 under the government led by Prime Minister Narendra Modi. This reform has encouraged the growth of space startups working in launch vehicles, satellite services, Earth observation, and navigation systems.
IN-SPACe serves as the single-window agency for authorising and promoting private space activities in India, while NewSpace India Limited (NSIL) functions as the commercial arm responsible for monetising space technologies developed using public funds.
Technology Adoption Fund and Startups
As of June 11, 2026, IN-SPACe has selected Astrobase Space Technologies, SatSure Analytics India, and TM2SPACE Technologies under its Technology Adoption Fund scheme. These startups are developing technologies in advanced propulsion systems, AI-based Earth observation, and satellite navigation.
Since 2020, NSIL has signed over 100 technology transfer agreements, reflecting its role in commercialising ISRO-developed technologies for the private sector.
