India and Germany finalised a Comprehensive Roadmap on Higher Education in January 2026 during the visit of German Chancellor Friedrich Merz to India. The roadmap aims to strengthen cooperation in higher education through institutional partnerships, academic exchanges, research collaboration, student mobility, German language education, and preparatory pathways for Indian students aspiring to study at German public universities.

The Comprehensive Roadmap on Higher Education serves as a bilateral framework between India and Germany, signed in January 2026. It promotes structured student mobility across undergraduate, postgraduate, and doctoral programmes while encouraging joint academic initiatives and research cooperation between institutions of both countries.

German Pathway and Studienkolleg

Study Feeds, in partnership with Desh Bhagat University, offers a German Pathway Program for Indian students seeking admission to German public universities. The programme aligns with German academic recognition standards through the anabin and KMK databases and allows students to complete their first academic year in India without tuition fees.

Preparatory programmes in Germany, commonly referred to as Studienkollegs, are generally one-year foundation courses designed for international students whose school qualifications do not directly meet German university admission criteria.

Higher Education Links and Campus Expansion

In January 2026, India invited prominent German universities to establish campuses in the country under the framework of the National Education Policy 2020. The policy permits foreign universities to open campuses in India under specified regulatory guidelines.

Jain University in Kochi offers a German Tech Pathway Program as part of its Professional Pathway Program. The course includes an 18-month foundation programme in India, followed by transfer opportunities to partner universities in Germany for a German-accredited bachelor’s degree in Computer Science and Information Technology.
