India blocked China’s first request on 22 May 2026 at a meeting of the World Trade Organization (WTO) Dispute Settlement Body in Geneva to form a dispute panel regarding India’s tariffs and incentive schemes for information technology products and solar energy equipment. China had initiated the dispute in December 2025 and conducted bilateral consultations with India on 10 February 2026 before seeking the establishment of a panel.
WTO Dispute Settlement Mechanism
The WTO Dispute Settlement Body oversees trade disputes among member countries under the WTO framework. When consultations between countries fail to resolve an issue, a three-member dispute panel can be established to examine the claims. Under WTO procedures, a country may block the first request for a panel, but a second request at a later meeting results in the panel being automatically formed.
China’s Allegations on IT Goods and Solar Incentives
China argued that India imposes customs duties on nearly a dozen imported information technology products at rates exceeding the limits agreed under WTO commitments. It also alleged that India offers financial incentives for solar module manufacturing tied to domestic value addition requirements. India rejected these claims and maintained that its policies comply with WTO trade regulations.
Solar Module Supply Chain Context
The dispute also relates to India’s solar manufacturing policies and tariff measures within the broader global renewable energy market. India pointed out that China currently dominates more than 80% of the global solar module supply chain. Solar modules are photovoltaic devices that convert sunlight into electricity and are a key component of renewable energy infrastructure worldwide.
Separate WTO Dispute
Apart from this case, China filed another WTO dispute against India in January 2026 concerning measures related to the automotive and renewable energy sectors. That case is separate from the ongoing dispute involving IT goods and solar products.
