The Food Safety and Standards Authority of India (FSSAI) is preparing a centralised food surveillance system aimed at strengthening food safety monitoring across India. The proposed framework will centralise market sampling, laboratory testing, and digital alert generation for faster regulatory response. The new model is designed to improve coordination between food testing laboratories, regulatory authorities, and state food safety departments through a national digital platform. Proposed Centralised Surveillance Framework Under the proposed system, neutral third-party agencies selected through a bidding process will collect food samples directly from markets for surveillance testing. Approved laboratories will upload testing results to a central national database. If unsafe or non-compliant food products are identified, the system will automatically generate digital alerts containing batch details and send them to the concerned state food safety commissioner for immediate action. The proposed rules also require that 50% of surveillance samples should come from large organised supply chains. In addition, FSSAI headquarters will directly pay laboratories under the new framework to ensure operational transparency and efficiency. Role of FSSAI in Food Regulation The Food Safety and Standards Authority of India was established under the Food Safety and Standards Act, 2006. It is responsible for regulating food standards, licensing, inspections, sample testing, and food safety compliance across the country. The authority also oversees food recalls, hygiene standards, and risk-based food safety monitoring. FoSCoS Platform and Food Recall System FSSAI launched the Food Recall functionality on the FoSCoS platform on April 25, 2026. FoSCoS stands for Food Safety Compliance System and serves as India’s digital platform for food licensing, registration, renewals, and product approvals. Earlier, on February 20, 2026, FoSCoS 2.0 was introduced as a fully digital compliance platform aimed at simplifying food business regulation. The newly added recall module is designed to: Monitor unsafe food withdrawals Generate digital food safety alerts Improve recall tracking and compliance Strengthen consumer protection mechanisms Inspection and Enforcement Statistics During the financial year 2025-26, FSSAI carried out extensive food safety inspections across India. Key enforcement data includes: 3,97,009 inspections conducted 1,65,747 food samples analysed 17.16% samples found non-conforming 23,580 adjudication cases initiated 1,756 criminal convictions recorded The authority also integrated more than 10 lakh street food vendors into the formal food safety regulatory system during FY 2025-26. This step links street food businesses with hygiene and compliance requirements. Changes in Licensing and Food Labelling Rules On March 10, 2026, FSSAI amended its licensing regulations to make food licences and registrations perpetually valid. The change aims to reduce repetitive renewal procedures and support risk-based inspections. FSSAI has also introduced new front-of-pack nutrition labelling rules for packaged food products. Under the updated norms, packaged foods will display a star rating system to provide consumers with simplified nutritional information.
