Bihar Launches One-Time Traffic Challan Settlement Scheme 2026

Description

Bihar introduced the Traffic Challan One-Time Settlement Scheme, 2026, through a gazette notification issued on 30 April 2026. The scheme provides up to 50% relief on pending traffic e-challans for certain offences and will remain in force throughout the financial year 2026–27.

Scheme Details

Approved by the Bihar Cabinet, the scheme applies to e-challans pending for more than 90 days. Different official references mention the cut-off date as either 31 March 2025 or 31 March 2026. The scheme officially came into effect on 9 May 2026, coinciding with the National Lok Adalat.

Offences Covered and Excluded

The settlement scheme includes minor traffic violations such as riding without a helmet, not wearing a seat belt, and driving without valid insurance. However, serious offences like using a handheld mobile phone while driving and dangerous driving under Section 184 of the Motor Vehicles Act, 1988, are excluded and will continue to attract full penalties.

Directions for Lok Adalat

On 8 May 2026, the Patna High Court issued guidelines for the National Lok Adalat conducted on 9 May 2026. The court directed authorities to ensure accessible settlement centres, online payment facilities, proper security arrangements, and timely communication with registered vehicle owners through mobile messages within two days.

Administrative Measures

The Bihar government has also been instructed to submit a report on the total collections and disposal of pending cases from the 9 May 2026 Lok Adalat to the Patna High Court by 22 June 2026. The initiative is aimed at improving revenue collection while clearing long-pending traffic fine cases across the state.
