A member of the National Human Rights Commission (National Human Rights Commission of India), Priyank Kanoongo, on Tuesday alleged that what he described as an “education mafia” is trying to obstruct efforts aimed at making school education more affordable.

In a post shared on X (formerly Twitter), he stated that he had instructed state governments to promote the use of low-cost textbooks published by NCERT and SCERT in private schools, replacing expensive books from private publishers. He added that this directive has been issued under the provisions of the Protection of Human Rights Act, 1993, in alignment with the Right to Education Act, 2009.

Kanoongo further claimed that pressure tactics were being used to challenge his order, referring to it as a coordinated attempt to reverse the decision. He asserted that such efforts would not succeed and emphasized continued support for economically weaker families.

He also remarked that the initiative would continue in the interest of students from poor and middle-income households.

Earlier, the NHRC had issued notices to the Ministry of Education, the Central Board of Secondary Education (Central Board of Secondary Education), and all states and Union Territories over complaints that some schools were compelling students and parents to purchase costly private-publisher textbooks.

The commission also highlighted concerns that the use of multiple textbooks and workbooks may violate the National School Bag Policy, 2020, which aims to regulate school bag weight and reduce academic burden.

The issue was raised following a complaint from a think tank, the Namo Foundation, which alleged that such practices impose a heavy financial burden on families, as privately published books are significantly more expensive compared to subsidised NCERT textbooks.
