India and Russia have formally operationalised the Reciprocal Exchange of Logistics Agreement (RELOS), enabling both nations to access each other’s military bases, ports, and air facilities during both wartime and peacetime. The implementation of this pact represents a significant milestone in bilateral defence ties and reflects India’s ongoing strategy of strengthening military partnerships with multiple global powers while avoiding formal alliance commitments.

Key Provisions of the RELOS Agreement

Under the RELOS framework, each country is permitted to station up to 3,000 military personnel within the other’s territory at any given time. The agreement also allows the deployment of up to five warships and ten military aircraft simultaneously.
