Description
India and Russia have formally operationalised the Reciprocal Exchange of Logistics Agreement (RELOS), enabling both nations to access each other’s military bases, ports, and air facilities during both wartime and peacetime. The implementation of this pact represents a significant milestone in bilateral defence ties and reflects India’s ongoing strategy of strengthening military partnerships with multiple global powers while avoiding formal alliance commitments.
Key Provisions of the RELOS Agreement
Under the RELOS framework, each country is permitted to station up to 3,000 military personnel within the other’s territory at any given time. The agreement also allows the deployment of up to five warships and ten military aircraft simultaneously. These provisions are designed to support long-range military operations, joint exercises, training programmes, and other authorised missions by simplifying access to logistics facilities in both nations.
Enhanced Logistics Support and Strategic Access
The agreement provides essential logistical support such as refuelling, repairs, supply replenishment, spare parts, and maintenance services. This capability is expected to reduce operational costs and cut down transit time during overseas deployments. Additionally, reimbursement for logistics services may be carried out through the exchange of goods and services rather than direct financial payments. For India, the pact expands strategic reach, including access to Russian facilities in the Arctic region, while Russia benefits from stronger logistics support connected to the Indian Ocean region.
Strategic Importance for India
The operationalisation of RELOS comes at a time when India is focused on expanding its maritime presence and improving long-distance military logistics. The agreement also highlights the strength of India’s long-standing defence partnership with Russia, which continues to be a major supplier of military hardware to India’s armed forces. At the same time, the pact reinforces India’s multi-alignment foreign policy, as New Delhi already maintains a logistics-sharing arrangement with the United States under LEMOA, although RELOS is considered broader in certain operational areas.
Wider Defence and Geopolitical Implications
RELOS is expected to enhance the ability of both nations to maintain military operations far from their home territories. For India, this development is particularly important in light of its expanding naval role, energy security interests, and focus on northern sea routes and Eurasian connectivity. For Russia, deeper logistics cooperation with India supports its strategic presence in the wider Indo-Pacific region. Overall, the agreement is less about permanent deployments and more about improving flexibility, operational readiness, and strategic depth in an evolving global security environment.
