Description

The National Overseas Scholarship, launched by the Ministry of Social Justice and Empowerment, provides full financial support to eligible students for pursuing Master’s and PhD degrees at reputed foreign universities. The initiative is aimed at supporting students from marginalized communities to access higher education opportunities abroad.

The scheme is open to candidates belonging to Scheduled Castes (SC), Denotified, Nomadic and Semi-Nomadic Tribes (DNTs/NTs), as well as landless agricultural labourers and traditional artisans. Additionally, 30% of the total scholarships are reserved for women. Selected scholars are required to return to India after completing their studies.

Eligibility Criteria and Financial Assistance

The scholarship covers all major expenses, including tuition fees, living allowance, visa charges, health insurance, and travel costs. Funds are disbursed through Indian diplomatic missions abroad.

Applicants must have secured at least 60% marks or equivalent grades in their qualifying examinations. For PhD programmes, a Master’s degree is required, while candidates applying for Master’s courses must hold a Bachelor’s degree. The maximum age limit is 35 years as of April 1 in the year of selection.

The annual family income of applicants should not exceed ?8 lakh. An income certificate issued by a competent revenue authority (not below the rank of Tehsildar) is mandatory.

Seat Allocation and Selection Process

A total of 125 scholarships are available, distributed as follows:

  • 115 seats for Scheduled Castes

  • 6 seats for Denotified, Nomadic and Semi-Nomadic Tribes

  • 4 seats for landless agricultural labourers and traditional artisans

During the first round, a maximum of 10% of seats per state is allotted, while remaining vacancies are carried forward to the next round if unfilled.

Selection takes place in two phases. Applicants must secure an unconditional admission offer from a foreign university ranked within the top 500 of the QS World University Rankings. The merit list is prepared based on the ranking of the admitting university.

In case of a tie, academic performance in the qualifying examination is considered. A waiting list of up to 50% of total seats is also maintained and remains valid until March 31 of the selection year.

Duration of Scholarship and Application Requirements

The financial support is provided for up to three years for Master’s programmes and up to four years for PhD programmes, or until course completion, whichever comes first. Undergraduate studies are not covered under this scheme.

Applicants must submit documents such as educational certificates, caste certificate, Aadhaar card, admission letter from the foreign university, income certificate, and other relevant records. Employed candidates are required to provide a No Objection Certificate (NOC) from their employer.

The entire application process is conducted online through the official portal, and selection is carried out in two cycles each year.
