India has taken a leading position globally in issuing Internationally Recognised Certificates of Compliance (IRCCs) under the Nagoya Protocol on Access and Benefit-sharing (ABS). With 3,561 certificates issued out of a worldwide total of 6,311, India contributes more than half of all IRCCs, reflecting its strong commitment to transparent and equitable biodiversity management.
India’s Leading Position in IRCC Issuance
As per data available on the ABS Clearing-House, India is significantly ahead of other countries in issuing IRCCs. Out of 142 registered nations, only 34 have issued such certificates so far.
Countries like France, Spain, Argentina, Panama, and Kenya follow India, but with considerably lower numbers, highlighting India’s dominant role in implementing ABS mechanisms.

The Nagoya Protocol, a supplementary agreement to the Convention on Biological Diversity, mandates that countries providing access to genetic resources must issue IRCCs.
These certificates confirm that Prior Informed Consent (PIC) has been obtained and Mutually Agreed Terms (MAT) have been established between resource users and providers. IRCCs act as formal documentation ensuring lawful and transparent use of biological resources.
