Description

India has taken a leading position globally in issuing Internationally Recognised Certificates of Compliance (IRCCs) under the Nagoya Protocol on Access and Benefit-sharing (ABS). With 3,561 certificates issued out of a worldwide total of 6,311, India contributes more than half of all IRCCs, reflecting its strong commitment to transparent and equitable biodiversity management.

India’s Leading Position in IRCC Issuance

As per data available on the ABS Clearing-House, India is significantly ahead of other countries in issuing IRCCs. Out of 142 registered nations, only 34 have issued such certificates so far.

Countries like France, Spain, Argentina, Panama, and Kenya follow India, but with considerably lower numbers, highlighting India’s dominant role in implementing ABS mechanisms.

What are IRCCs and the Nagoya Protocol?

The Nagoya Protocol, a supplementary agreement to the Convention on Biological Diversity, mandates that countries providing access to genetic resources must issue IRCCs.

These certificates confirm that Prior Informed Consent (PIC) has been obtained and Mutually Agreed Terms (MAT) have been established between resource users and providers. IRCCs act as formal documentation ensuring lawful and transparent use of biological resources.

Importance in Biodiversity Governance

IRCCs are essential for monitoring the use of genetic materials from research to commercial stages. They ensure that benefits derived from these resources are shared fairly with the source country.

This framework promotes conservation, sustainable utilisation of biodiversity, and accountability in global bio-resource management.

Important Facts for Exams

  • Nagoya Protocol supports fair sharing of benefits from genetic resources

  • ABS refers to Access and Benefit-sharing mechanisms

  • IRCCs ensure compliance with biodiversity regulations

  • ABS Clearing-House promotes transparency in resource use

Institutional Framework and Global Relevance

India’s strong performance is supported by its legal and institutional structure under the Biological Diversity Act, 2002. Implementation is carried out through the National Biodiversity Authority, along with State Biodiversity Boards and local Biodiversity Management Committees.

This achievement strengthens India’s position in global environmental governance and demonstrates its proactive role in promoting sustainable and fair use of biological resources.
