RBI Payments Vision 2028 Proposes Bank Account Portability and Faster Cross-Border Payments

The Reserve Bank of India (RBI) has introduced its Payments Vision 2028, focusing on enhancing customer convenience and flexibility within the banking ecosystem. One of the major proposals under this vision is the introduction of bank account portability, which would allow customers to switch banks more easily without interrupting their financial transactions. This initiative reflects RBI’s broader objective of empowering users and minimizing obstacles in digital payment systems.

Challenges in changing bank accounts

Although customers have the freedom to open accounts with any bank, many continue using the same account for long periods. This is largely because numerous recurring transactions—such as salary credits, loan repayments, utility bills and investment payments—are linked to a single account. These dependencies make accounts difficult to change, discouraging customers from moving to other banks even when better services are available.

Payments Switching Service as a proposed solution

To overcome this challenge, RBI has proposed the creation of a Payments Switching Service (PaSS). This system would act as a central platform to store and manage all standing instructions and payment mandates. When customers decide to shift to another bank, they would be able to transfer these instructions smoothly without manual reconfiguration. By reducing dependence on individual banks, this mechanism aims to make account portability simple and practical.

Emphasis on improving cross-border payments

Improving cross-border payment systems is another important focus area of the vision. RBI plans to make international transactions quicker, more affordable and widely accessible. This includes addressing regulatory and technological challenges and aligning India’s payment infrastructure with international standards, particularly those supported by the G20. The initiative also encourages linking domestic payment systems with those of other countries and promoting the adoption of digital currencies.

Overall, the Payments Vision 2028 represents a shift from merely expanding digital payment access to improving its efficiency and user experience.
