The Ministry of Information and Broadcasting has introduced a new Television Rating Policy to improve transparency, accountability, and independence in audience measurement. The updated framework brings major reforms in how rating agencies function, strengthens auditing systems, and expands data collection to ensure more accurate and reliable viewership insights.

Key Changes in Eligibility and Governance

One of the major changes is the reduction in the minimum net worth requirement for television rating agencies from Rs.20 crore to Rs.5 crore, making it easier for more players to enter the sector. To maintain independence, at least half of the Board of Directors must be independent members with no connection to broadcasters, advertisers, or advertising firms. Additionally, agencies are not allowed to offer consultancy services that could create conflicts of interest.

Expansion of Measurement Infrastructure

Under the new policy, rating agencies must significantly increase their data coverage. The number of metered homes is required to reach 80,000 within 18 months, with a long-term goal of expanding to 1.2 lakh households. Existing agencies are expected to meet initial targets within six months. The data collection process will include all television screens in selected households, ensuring broader and more representative audience measurement.

Transparency, Data Disclosure and Audits

To enhance transparency, agencies must publicly share their methodologies along with anonymised data on their official platforms. A dual audit system has been introduced, which includes quarterly internal audits and yearly external audits. The government will also set up an audit and oversight team to monitor compliance. All agencies must follow the Digital Personal Data Protection Act, 2023 to ensure the protection of user data and privacy.

Other Key Provisions and Policy Impact

The policy removes landing page viewership from official ratings, allowing it only for promotional purposes. Broadcasters are required to inform rating agencies about such placements. It also introduces grievance redressal systems, appoints nodal officers, and sets graded penalties for non-compliance. Moreover, television distribution platforms and OTT services can release periodic viewership data without mandatory registration.

This new policy replaces the 2014 guidelines and is expected to create a more transparent, competitive, and trustworthy broadcasting ecosystem in India.
