Description
The Government has informed the Rajya Sabha that the Union Public Service Commission (UPSC) has prepared guidelines to publish the provisional answer key on its official website after conducting the Civil Services Preliminary Examination.
The UPSC conducts the Civil Services Examination every year in three stages Preliminary, Main, and Interview to recruit candidates for top positions such as the Indian Administrative Service (IAS), Indian Foreign Service (IFS), and Indian Police Service (IPS).
According to Union Minister of State for Personnel, Jitendra Singh, these guidelines have been framed in line with a Supreme Court directive. As per the new system, the provisional answer key will be released online after the prelims exam, starting from the 2026 Civil Services Preliminary Examination. This rule will also apply to all structured examinations conducted by the UPSC.
He further stated that the marks of the preliminary exam will be declared only after the final results are announced.
Moderation of Optional Subjects
To maintain fairness across different optional subjects, UPSC follows an inter-subject moderation process. This ensures that candidates are not disadvantaged based on the subject they choose.

CSAT Paper Details
The CSAT (Civil Services Aptitude Test) is a qualifying paper designed to assess a candidate’s basic aptitude and analytical ability. The level of questions is comparable to the matriculation (10th) standard.
Question Representation Portal
From 2026 onwards, candidates will be able to challenge factual errors in question papers and provisional answer keys through the Question Paper Representation Portal (QPRep) available on the UPSC website. This platform allows candidates to submit objections and highlight discrepancies.
Grievance Redressal System
UPSC also addresses candidate complaints through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) as well as through email communication. CPGRAMS enables citizens to lodge grievances online against government departments.
This updated system aims to improve transparency and provide candidates with better opportunities to raise concerns regarding the examination process.
