India Gears Up to Tackle Solar Panel Waste with Recycling and Circular Economy Initiatives
India is gearing up to address the escalating challenge of solar panel waste, with projections indicating that cumulative waste from existing and upcoming solar installations could approach 600 kilo-tonnes by 2030. This estimate, backed by the Ministry of New and Renewable Energy (MNRE) and research from the Council on Energy, Environment and Water, underscores the urgent need for effective recycling strategies and circular economy practices within the renewable energy sector.
Regulatory Framework for E-Waste Management
The Government has introduced the E-Waste (Management) Rules, 2022 through the Ministry of Environment, Forest and Climate Change. These rules provide guidelines for the environmentally sound handling of electronic waste, including solar photovoltaic panels. They establish a structured system for collection, recycling, and disposal, ensuring accountability for producers and all stakeholders throughout the lifecycle of electronic products.
Extended Producer Responsibility (EPR) Mechanism
To ensure compliance, the Central Pollution Control Board has launched an online Extended Producer Responsibility (EPR) Portal. This platform requires producers to manage end-of-life products, including solar panels, while enabling monitoring, reporting, and enforcement of recycling targets. The initiative promotes environmentally sustainable practices in managing electronic waste.
Government Initiatives to Promote Circular Economy
The Government is actively promoting circular economy measures in the solar sector. Committees have been formed to develop action plans for shifting from a linear to a circular economy across 11 priority sectors, including solar panels. MNRE has established a dedicated committee on circularity in solar technologies and launched an innovation challenge to support research in recycling, reuse, and sustainable design of solar modules and batteries.
Boosting Recycling and Critical Mineral Recovery
Efforts are also underway to build domestic recycling capabilities. The Department of Science and Technology has invited proposals for industry-academia collaborations to recycle end-of-life solar panels. Additionally, the Ministry of Mines has launched a ?1,500 crore recycling incentive scheme under the National Critical Mineral Mission, aimed at recovering valuable materials from e-waste and battery waste. These initiatives are designed to reduce import dependence, strengthen domestic supply chains, and promote sustainable resource utilization, supporting India’s transition to clean energy.
