The Union Cabinet has approved the extension of the Jal Jeevan Mission (JJM) until December 2028, with a significantly enhanced outlay of Rs 8.69 lakh crore. The new phase, JJM 2.0, emphasizes governance reforms, digital monitoring via the Sujalam Bharat framework, community participation, and the sustainable supply of tap water to rural households across India. Chaired by Prime Minister Narendra Modi, the Cabinet’s approval marks a shift from mere infrastructure creation to ensuring efficient service delivery and long-term sustainability of rural drinking water supply.
Increased Funding under Jal Jeevan Mission 2.0
JJM 2.0 brings a substantial increase in financial support to accelerate the goal of universal rural drinking water coverage. The revised mission outlay of Rs 8.69 lakh crore will be used to strengthen water supply infrastructure and service delivery systems across rural India.
At the launch of the Jal Jeevan Mission in 2019, the total central assistance was Rs 2.08 lakh crore. With this extension, the government has increased its share by Rs 1.51 lakh crore, raising it to Rs 3.59 lakh crore.
Digital Monitoring through Sujalam Bharat
A key reform under JJM 2.0 is the introduction of “Sujalam Bharat”, a uniform national digital framework. This system will digitally map the entire rural water supply chain, promoting transparency and efficient management.
Each village will receive a unique Sujal Gaon (Service Area) ID, enabling real-time tracking of drinking water supply from the source to household taps. This digital monitoring will help authorities quickly identify operational issues and enhance accountability in mission implementation.
Strengthening Local Governance through Jal Arpan
JJM 2.0 emphasizes community ownership and local governance in rural water supply. Gram Panchayats (GPs) and Village Water and Sanitation Committees (VWSCs) will play a proactive role in verifying and commissioning water supply projects.
Under the “Jal Arpan” initiative, local governing bodies will formally receive and certify the completion of drinking water infrastructure. A Gram Panchayat can declare itself “Har Ghar Jal” only after ensuring proper operation and maintenance mechanisms are in place.
Community Participation through Jal Utsav
Recognizing that the long-term sustainability of water systems relies on community engagement, JJM 2.0 introduces the annual “Jal Utsav”. This initiative will encourage villagers to participate in maintaining and reviewing their water supply systems while integrating local cultural traditions with water conservation awareness.
Achievements of Jal Jeevan Mission So Far
Since its launch in 2019, the Jal Jeevan Mission has made significant progress in expanding rural tap water connections. At the program’s inception, only 3.23 crore rural households (17%) had access to tap water.
Since then, over 12.56 crore additional households have been provided with tap water connections. Out of 19.36 crore rural households in India, nearly 15.80 crore (81.61%) now have access to tap water supply.
Vision of JJM 2.0 and Viksit Bharat 2047
JJM 2.0 aims to ensure that all 19.36 crore rural households in India have functional tap water connections by December 2028. The mission also seeks to transition toward a 24×7 rural drinking water supply through improved governance and operational reforms.
Aligned with the national vision of Viksit Bharat @2047, JJM 2.0 will prioritize sustainable water management, efficient infrastructure, and active community participation to ensure universal safe drinking water access for rural India.
