On March 8, 2026, coinciding with International Women’s Day, Indian Railways launched the SHINE app to help women employees report incidents of sexual harassment in the workplace. SHINE, which stands for Sexual Harassment Incident Notification for Empowerment, enables women employees to lodge complaints directly through the Human Resources Management System (HRMS).

Integrated with the HRMS system used by railway employees, it allows staff to submit complaints via the Employee Self Service (ESS) portal, which are then automatically forwarded to the designated committees responsible for handling such cases. Support for Visitors, Students, and Contractual Staff

A notable feature of the SHINE app is its accessibility to individuals beyond permanent railway employees. Visitors, contractual staff, students, and others who interact with the railway system can also submit complaints through the app. This inclusive approach ensures that workplace safety measures extend to all individuals, strengthening protection across Indian Railways.

Confidentiality and Faster Complaint Handling

The app is designed to handle complaints confidentially and ensures that they are addressed promptly by the appropriate committees. Aligning with Vishakha Guidelines

The SHINE app aligns with the Vishakha Guidelines, established by the Supreme Court of India in 1997 following the Vishakha vs. State of Rajasthan case. These guidelines mandate that organizations implement formal mechanisms to prevent sexual harassment, including the formation of Internal Complaints Committees, maintaining confidentiality, and establishing clear procedures for investigating complaints.
