The Union government has launched a nationwide social media campaign to counter the practice of “Sarpanch Pati”, in which male relatives wield authority on behalf of elected women leaders in village governance. The initiative, announced by the Ministry of Panchayati Raj (MoPR), is titled “Say No To Proxy Sarpanch” and aims to empower women sarpanches while strengthening democratic participation at the grassroots level. The campaign was launched in connection with International Women’s Day and will continue until March 18.
Tackling Proxy Leadership in Panchayats
The campaign focuses on discouraging the common practice in which husbands or other male relatives make decisions and carry out official responsibilities for women who have been elected to leadership positions in Panchayats. These individuals are often informally referred to as “Sarpanch Pati”, “Mukhiya Pati”, or “Pradhan Pati”. According to the ministry, such practices weaken the democratic mandate granted to women through reservation policies in local self-government institutions.
Promoting Awareness and Public Engagement
As part of the campaign, citizens are encouraged to spread awareness about the issue and support women leaders who actively perform their official roles in Panchayati Raj institutions. The initiative aims to highlight successful women sarpanches and amplify voices from rural communities that advocate stronger female leadership. By encouraging public dialogue and participation, the government hopes to foster behavioural change and greater respect for women’s authority in local governance.
Policy Support and Advisory Measures
Efforts to curb proxy leadership are also supported by recommendations from an advisory committee formed by the Ministry of Panchayati Raj. The committee has suggested imposing strict penalties in cases where male relatives are found exercising authority on behalf of elected women representatives. It also proposed setting up reporting systems such as helplines and women-led watchdog committees to allow confidential complaints and protect whistleblowers.
Strengthening Women’s Role in Local Governance
The advisory committee report, titled “Transforming Women’s Representation and Roles in Panchayati Raj Systems and Institutions: Eliminating Efforts for Proxy Participation”, outlines a roadmap for reforms. It highlights the importance of capacity building, mentorship programmes and monitoring mechanisms to ensure women leaders can effectively carry out their responsibilities. The report was prepared after consultations with state governments and regional workshops held across several states.
