The Punjab government has presented its Budget 2026-27, with a total expenditure of Rs 2.6 lakh crore. The budget focuses on enhancing women’s financial security, strengthening agriculture, improving education, expanding healthcare, and modernizing infrastructure. Finance Minister Harpal Singh Cheema described it as a “Saari Guarantiyan Puri Karan Wala Budget,” emphasizing that the plan aims to provide widespread support to citizens.

New Financial Support for Women

A major announcement is the launch of the Mukh Mantri Mawan Dhiyan Satkar Yojana, designed to give women a monthly allowance:

  • Rs 1,000 per month for women in general

  • Rs 1,500 per month for Dalit women

  • The program aims to include nearly all women in the state, about 97%

  • Total budget allocation: Rs 9,300 crore

Exemptions include government employees, pensioners, taxpayers, and current/former MPs and MLAs. Women already receiving pensions under other social programs will remain eligible.

Women’s Welfare Gets a Record Allocation

The budget sets aside substantial resources to improve the welfare of women in Punjab:

  • Rs 18,304 crore for overall women welfare schemes

  • Rs 600 crore for free public transportation for women

  • Rs 932 crore for child development and nutrition programs under ICDS

  • Rs 65 crore to provide free sanitary pads under the Navi Disha Scheme

Education Gets a Push with Sikhiya Kranti 2.0

Education funding rises to Rs 19,279 crore, marking a 7% increase. The government also introduced Sikhiya Kranti 2.0, a program to modernize schools and improve learning:

  • Rs 3,500 crore earmarked for school renovations and upgrades

  • Collaboration with the World Bank to enhance education quality

  • Focus on better training for teachers and improved classroom environments

Agriculture Sector Receives Support

Agriculture, a cornerstone of Punjab’s economy, sees Rs 15,377 crore in budget allocation, a 6% increase over last year:

  • Rs 40 crore for Direct Seeding of Rice (DSR) initiatives

  • Rs 600 crore to manage crop residue and reduce stubble burning

  • Rs 7,715 crore in electricity subsidies for farmers

  • Rs 1,300 crore for climate-resilient horticulture crops

  • Rs 270 crore to support sugarcane farmers

Boost to Healthcare

Healthcare initiatives are strengthened with:

  • Rs 2,000 crore for Mukh Mantri Sehat Bima Yojana

  • Free insurance coverage up to Rs 10 lakh per family

  • Creation of 143 new Aam Aadmi Clinics

  • Upgradation of 308 health centers to clinic standards

Infrastructure and Urban Development

The budget plans major improvements in both rural and urban infrastructure:

  • 11,901 km of rural roads to be upgraded, costing Rs 2,597 crore

  • 19,876 km of new roads to be built at Rs 7,606 crore

  • Urban development projects:

    • Rs 1,000 crore for Municipal Development Fund

    • Rs 500 crore for municipal services improvement

    • Rs 665 crore for development in 149 urban local bodies

Sports and Recreation

To encourage physical activity and sports, the budget allocates Rs 1,791 crore, an 83% increase from last year:

  • Construction of 6,000 village playgrounds

  • Development of 5,000 indoor gyms

  • Adventure sports camps in sub-mountainous areas under PPP model

Finance Minister Cheema highlighted that the 2026 budget aims to strengthen social welfare programs, improve financial security for women, and provide opportunities across education, agriculture, healthcare, and sports—making it a comprehensive plan for inclusive growth.
