The Maharashtra Budget 2026–27 was presented by Chief Minister Devendra Fadnavis in the state assembly on March 6, 2026. As he currently holds the Finance portfolio, he also delivered the financial statement for the state.
The budget introduced several important initiatives aimed at strengthening the state’s economy and accelerating development across multiple sectors. Major announcements include a farm loan waiver of up to Rs 2 lakh, financial incentives for farmers, investments in renewable energy, infrastructure expansion, tourism promotion, and the adoption of artificial intelligence in agriculture.
One of the most significant decisions in the budget is the launch of the Punyashlok Ahilyabai Holkar Farmers Loan Waiver Scheme, which is designed to provide financial relief to farmers across Maharashtra.
Farm Loan Waiver Under Punyashlok Ahilyabai Holkar Scheme
A key highlight of the Maharashtra Budget 2026 is the announcement of a farm loan waiver for loans up to Rs 2 lakh. Farmers who had taken loans before September 3, 2025 will be eligible for the waiver under the Punyashlok Ahilyabai Holkar Farmers Loan Waiver Scheme.
The state government estimates that around 28–30 lakh farmers will benefit from this initiative. In addition, farmers who have consistently repaid their loans on time will receive a Rs 50,000 incentive as a reward for responsible repayment.
To ensure transparency and proper distribution of benefits, the government will introduce a Farmer ID system under the Agristack platform. This digital system will help verify beneficiaries and deliver financial assistance directly to genuine farmers. The scheme aims to reduce the financial burden on farmers while strengthening the agricultural sector.
Focus on Agriculture and Rural Development
The Maharashtra government has placed strong emphasis on agriculture and rural development in the 2026 budget. The state aims to expand its agricultural economy from $55 billion to $500 billion in the coming years.
To support sustainable farming, the government will launch a Natural Farming Mission, which aims to bring 5 lakh hectares of farmland under natural farming practices.
Technology will also play a major role in improving agricultural productivity. Artificial intelligence tools, including the Mahavistar chatbot, will provide farmers with real-time information on weather forecasts, crop diseases, and market prices. The platform will also support tribal languages, making agricultural information accessible to farmers in remote areas.
In addition, the government plans to strengthen the livestock and fisheries sectors through targeted development schemes. These initiatives are expected to modernize agriculture and encourage the adoption of digital tools in farming.
Infrastructure and Urban Development Plans
Infrastructure expansion forms a major part of the Maharashtra Budget 2026. The state government announced plans to develop over 1,000 km of metro rail lines and 6,000 km of two-lane highways across the state.
The government also plans to improve rural connectivity by ensuring that all villages with a population above 1,000 are connected by concrete roads.
In Mumbai, a signal-free traffic corridor from Sewri to the Coastal Road is expected to be completed by September 2026. Additionally, the government plans to develop Mumbai 3.0 and Mumbai 4.0 zones to expand the metropolitan region and support future urban growth.
A startup and innovation hub will also be established in Wadala to promote entrepreneurship and technology development.
Renewable Energy, Tourism and Industry Initiatives
The budget also focuses on promoting renewable energy, tourism, and industrial growth in the state.
The government has allocated Rs 20,000 crore for solar power projects aimed at supporting farmers. Subsidies will also be provided for rooftop solar panels under housing schemes, encouraging the adoption of clean energy.
To boost tourism, Maharashtra aims to increase the number of visitors from 16 crore to 38 crore in the coming years.
In the industrial sector, a Global Competence Centre Policy has been introduced with the goal of establishing 400 centres and generating around 4 lakh jobs.
Furthermore, the state has announced a Bamboo Industry Policy, which aims to attract Rs 50,000 crore in investments and create approximately 5 lakh employment opportunities.
