Prime Minister Narendra Modi inaugurated major infrastructure projects in Assam, including the Kumar Bhaskar Varma Setu over the Brahmaputra River in Guwahati and the Northeast’s first Highway Emergency Landing Facility (ELF) on the Moran Bypass in Dibrugarh district. These initiatives, part of a development push worth over Rs 5,450 crore, aim to enhance connectivity, strategic preparedness, urban mobility, and overall regional growth in the Northeast.

Kumar Bhaskar Varma Setu: Revolutionizing Connectivity in Guwahati

The 2.86-km, six-lane extradosed Prestressed Concrete (PSC) bridge, built at a cost of approximately ?3,030 crore, connects Guwahati with North Guwahati. Key highlights include:

• It is the first extradosed bridge in Northeast India, reducing travel time across the city to just seven minutes.

• The bridge improves access to important landmarks, including the Kamakhya Temple.

• Advanced engineering features such as base isolation technology using friction pendulum bearings and high-performance stay cables ensure long-term durability.

• A Bridge Health Monitoring System (BHMS) allows real-time monitoring of the structure.

Northeast’s First Highway Emergency Landing Facility (ELF)

The ELF on Moran Bypass is a dual-use infrastructure developed in coordination with the Indian Air Force, capable of supporting both military and civilian aircraft during emergencies. Highlights include:

• The 4.2-km-long reinforced concrete stretch can serve as an emergency runway.

• The facility accommodates fighter jets up to 40 tonnes and transport aircraft up to 74 tonnes maximum take-off weight.

• Features such as no central divider, fencing, and removal of roadside structures ensure operational readiness.

• Shortly after the inauguration, IAF aircraft including the Sukhoi Su-30MKI and Dassault Rafale successfully conducted take-offs and landings, witnessed by nearly one lakh spectators.

Strategic and Disaster-Ready Infrastructure

Situated in Upper Assam near the India-China border, the ELF strengthens India’s military preparedness and serves as an alternative landing option if Dibrugarh Airport or Chabua Air Force Station is unavailable.

Highway-based emergency runways provide strategic flexibility and operational redundancy. For the Northeast, a region prone to natural disasters and strategic challenges, such facilities enhance rapid deployment, disaster response, and national security capabilities.
