The Numbeo Safety Index 2026, released in January 2026, presents a comprehensive global overview of city-level safety perceptions, covering 304 cities worldwide. The rankings are based on public survey responses related to crime and personal safety, offering valuable insights for competitive examinations, urban governance, public policy, and city planning. In the latest edition, Qingdao in China emerged as the safest city globally, while Mangaluru in Karnataka secured the position of India’s safest city, reflecting comparatively strong urban security and lower perceived crime levels.

The Numbeo Safety Index is an annual assessment developed by Numbeo, a global crowd-sourced data platform. It measures perceived safety using responses from users who rate factors such as the risk of violent and property crimes, safety while walking alone during the day or night, and overall public security. These responses are statistically filtered, weighted, and converted into a score ranging from 0 to 100, with higher scores indicating better perceived safety. Cities are further classified into five safety categories Very Low, Low, Moderate, High, and Very High—making the index a widely referenced tool for comparative urban studies.

According to the 2026 rankings, Qingdao topped the global list with a safety score of 89.2, followed closely by cities such as Abu Dhabi, Doha, Sharjah, and Dubai, highlighting the strong performance of East Asian and Middle Eastern cities. Other cities in the global top ten included Taipei, Manama, Muscat, Hong Kong, and Chiang Mai, reflecting regional variations in urban safety conditions.

Within India, Mangaluru ranked 46th globally with a safety score of 74.4, leading the national list. It was followed by Ahmedabad, Jaipur, Coimbatore, and Thiruvananthapuram, all of which demonstrated relatively better safety perceptions compared to larger metropolitan centres. Despite these positives, India’s overall performance remained mixed, with the country ranking 70th globally and earning a safety score of 55.8, placing it in the moderate safety category.

The index also highlighted stark contrasts within India, as major cities such as Delhi, Noida, and Gurugram ranked among the least safe, underscoring persistent challenges related to crime management, policing efficiency, and urban infrastructure. Delhi, in particular, ranked 255th globally, drawing attention to the governance and security pressures faced by mega cities.

At the country level, the United Arab Emirates topped the global safety rankings with a score of 86.0, followed by Qatar and Andorra. Other high-ranking nations included Taiwan, Macao (China), and Oman. Conversely, countries such as Papua New Guinea, Venezuela, and Haiti featured at the bottom of the list, reflecting ongoing law-and-order and governance challenges.
