India has initiated a major experiment in ocean-based development with the rollout of its first open-sea marine fish farming project in the Andaman Sea. Launched as a pilot effort, the project signals a decisive move towards leveraging marine ecosystems for sustainable economic activity and improved livelihoods under the Blue Economy framework.

Project Launch at North Bay

The initiative was formally launched at North Bay, close to Sri Vijaya Puram, by Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, Jitendra Singh. Conducted during a field visit to open waters, the launch was described by the Minister as a practical step towards realising the untapped economic value of India’s oceans, in line with the broader national vision for marine-led growth.

Renewed Focus on Maritime Resources

Referring to the limited attention given to ocean resources in the decades after Independence, the Minister highlighted a policy shift since 2014 that treats oceans as strategic national assets. He pointed out that India’s diverse coastlines along the western, southern and eastern seaboards offer varied opportunities for fisheries, marine aquaculture and allied economic activities.

Execution and Community-Centric Approach

The pilot is being implemented through a partnership involving the Ministry of Earth Sciences, the National Institute of Ocean Technology, and the Andaman and Nicobar Islands administration. It involves open-sea cultivation of marine finfish and seaweed in natural ocean conditions, integrating modern marine technology with employment and income generation for local fishing communities.

Innovation, Environmental Balance and Expansion Plans

To support the project, seaweed seeds were distributed to encourage offshore seaweed cultivation, while finfish seeds were provided for cage farming using open-sea cage systems developed by NIOT. The pilot will generate operational insights to assess scalability, with future expansion envisaged through public–private partnerships. During the visit, the Minister also visited the Mahatma Gandhi Marine National Park at Wandoor, reinforcing the need to balance marine conservation with economic utilisation in India’s evolving ocean economy.
