India hosted the National Conference on Strategic Trade Controls (NCSTC) 2026 in New Delhi, bringing together policymakers, regulators, industry representatives and experts to review the country’s approach to export controls. The event was organised by the Directorate General of Foreign Trade, with support from the Ministry of External Affairs, the Federation of Indian Export Organisations, and other key stakeholders. Deliberations on SCOMET Governance
Central to the conference were discussions on the SCOMET regime, which regulates exports of sensitive and dual-use items. Sessions examined how goods, software, technologies, materials and specialised equipment are monitored and licensed, while stressing the importance of awareness and compliance. International experiences were shared to help strengthen coordination between government authorities, exporters, research bodies, academic institutions and global partners.
Release of Revised Guidance Document
One of the major outcomes of the inaugural session was the launch of the third edition of the Handbook on India’s Strategic Trade Control System. Prepared jointly by the Directorate General of Foreign Trade and the D&ISA Division of the Ministry of External Affairs, the publication reflects inputs from multiple ministries and industry specialists. It serves as a detailed reference for exporters by outlining control policies, procedural requirements and compliance expectations.
Leadership Participation and Expert Panels
The conference featured participation from senior officials, including Commerce Secretary Rajesh Agrawal, CBIC Chairman Vivek Chaturvedi, Director General of Foreign Trade Lav Agarwal, and Joint Secretary (D&ISA), MEA, Muanpuii Saiawi. Seven structured thematic sessions explored areas such as policy implementation under SCOMET, licensing and enforcement practices, compliance frameworks, supply chain risk management, the Authorised Economic Operator scheme, and the regulation of Intangible Technology Transfers.
Advanced Technologies and Trade Security Balance
Sector-focused interactions covered chemicals and biotechnology, aerospace and space technologies, defence exports and munitions oversight. Particular attention was given to emerging and high-end technologies, including quantum applications, advanced computing systems, semiconductors, additive manufacturing and cyber security, especially in the context of recent SCOMET revisions. With more than 500 participants from India and overseas, NCSTC 2026 reinforced India’s intent to maintain a credible and transparent strategic trade control system that protects non-proliferation interests while supporting legitimate high-technology commerce.
