India has achieved a landmark in judicial reform as Chief Justice of India Surya Kant virtually inaugurated the country’s first fully paperless district judiciary in Kalpetta, Wayanad, Kerala. This marks the first time an entire district court system has transitioned to end-to-end digital operations, representing a transformative step toward more accessible justice.

End-to-End Digital Courts in Kalpetta

All courts in Kalpetta, Wayanad, will now function entirely in digital mode. Case filings are submitted electronically, reviewed online, and accessed instantly by judges through the District Court Case Management System, developed in-house by the Kerala High Court. The initiative reduces geographical barriers, lowers litigation costs, and enhances transparency, particularly benefiting ordinary litigants and MSMEs.

AI Integration and Advanced Digital Tools

The paperless judiciary is equipped with AI-enabled tools that allow judges to generate structured summaries of electronic case records, retrieve case-specific information, and annotate documents digitally. Voice-to-text technology ensures precise transcription of witness statements and judicial dictations, while secure digital signatures provide legal validity to orders and judgments. Importantly, the entire system has been developed internally, without reliance on external proprietary platforms.

“Shedding the Tyranny of the File”

In his inaugural address, CJI Surya Kant described the shift as a fundamental transformation in justice delivery, calling it “green jurisprudence.” He emphasized that digitization reduces paper usage while improving accessibility and accountability. The permanent digital record of every judicial action ensures transparency and reinforces public trust in the judiciary.

National Significance of the Reform

Justice Vikram Nath, Chairperson of the Supreme Court eCommittee, hailed the initiative as a citizen-centric reform that brings justice closer to the people. Highlighting that courts have traditionally been major consumers of paper, he said the Wayanad model illustrates how technology can reduce the judiciary’s ecological footprint while making justice delivery more efficient and inclusive.
