With Assembly elections nearing, Tamil Nadu Chief Minister M.K. Stalin has introduced the Tamil Nadu Assured Pension Scheme (TAPS), offering state employees and teachers a pension of half their last salary. Following the announcement, unions called off their indefinite strike planned for January 6.

Scheme Overview

Employees will contribute 10% of their basic pay to the fund, while the government will cover the remainder. TAPS partially restores benefits similar to the old pension system and ensures periodic Dearness Allowance (DA) adjustments for pensioners.

Benefits for Families

The scheme provides a family pension of 60% of the pension in case of the pensioner’s death. Gratuity up to ?25 lakh is guaranteed, and minimum pensions will be available even for those with shorter service. Employees under the old contributory system retiring without benefits will receive special compassionate pensions.

Financial Considerations

The government will make an initial Rs 13,000 crore contribution and about Rs 11,000 crore annually, increasing with salaries. Committed spending in the state, including pensions, already accounts for a large portion of revenue.

Political Context

The move addresses a long-standing demand by employee unions for pension restoration. The scheme may become effective from January 1, 2027, after the upcoming elections.
