Union Health and Family Welfare Minister JP Nadda, accompanied by Madhya Pradesh Chief Minister Mohan Yadav, on Tuesday laid the foundation stones for two new medical colleges in Dhar and Betul districts. These projects are significant as they will be the country’s first medical colleges to be developed under the public-private partnership (PPP) model.
First-of-its-Kind PPP Medical Colleges
The Dhar and Betul institutions are part of a larger plan to set up four medical colleges in Madhya Pradesh through the PPP route, with Katni and Panna slated to follow. Under this framework, the state government has provided up to 25 acres of land, while private partners will build academic buildings, hospitals, hostels, laboratories, and residential facilities. The associated district hospitals will be upgraded in line with National Medical Commission standards but will continue to remain under state administration.
Boost to Healthcare in Tribal Areas
Located in tribal-dominated regions, the new medical colleges are expected to greatly enhance access to quality healthcare and medical education in underserved areas. The Dhar medical college alone involves an investment of ?260 crore, with the Swami Vivekananda Shiksha Dham Foundation serving as the private partner. The initiative aims to reduce regional shortages of doctors while strengthening healthcare services at the district level.
Calling the initiative a historic step, the Union Health Minister highlighted India’s transition since 2017 from a predominantly curative approach to a more preventive and holistic healthcare model. He noted that institutional deliveries have increased to nearly 89 percent, maternal mortality has declined at more than twice the global average, and over 40 crore people have been screened for hypertension and diabetes. He also emphasised the role of Ayushman Arogya Mandirs and the U-WIN portal in improving maternal, child health, and immunisation services.
Rapid Expansion of Medical Education in Madhya Pradesh
Chief Minister Mohan Yadav said the number of medical colleges in Madhya Pradesh has risen from just five in 2002–03 to 33 at present. In the past two years alone, six government medical colleges have been established, including in tribal districts such as Singrauli and Sheopur. He further announced plans to introduce PPP-based medical colleges in Bhind, Morena, Khargone, Ashoknagar, Guna, Balaghat, Tikamgarh, Sidhi, and Shajapur, along with substantial investments in doctor recruitment, hospital bed expansion, and statewide sickle cell anaemia screening programmes.
