National Consumer Day 2025: Theme, Significance, Digital Justice & Key Reforms

Description

National Consumer Day is celebrated nationwide on December 24 each year to highlight the significance of consumer rights and the need for robust consumer protection systems. The date commemorates the Presidential assent to the Consumer Protection Act, 1986, a landmark legislation that introduced an organised framework for safeguarding consumer interests in India. Over time, the observance has grown into an occasion to review policy progress, raise public awareness and reinforce grievance redressal mechanisms.

Theme and Relevance in 2025

The 2025 observance is centred on the theme “Efficient and Speedy Disposal through Digital Justice.” This theme reflects India’s increasing reliance on technology-driven solutions to make consumer justice more accessible, transparent and time-bound. It also underscores the importance of responsible consumer conduct while encouraging authorities to adopt digital, citizen-focused service delivery models.

Consumer Protection Act, 2019 and Dispute Resolution Structure

The Consumer Protection Act, 2019, which came into effect in July 2020, replaced the earlier 1986 legislation to address challenges arising from digital commerce and modern marketplaces. The law guarantees fundamental consumer rights, including the right to information, safety, representation and redressal. It also introduced a three-tier adjudicatory system consisting of District Consumer Commissions, State Consumer Commissions and the National Consumer Disputes Redressal Commission (NCDRC). By July 2025, ten states and the NCDRC reported disposal rates exceeding 100 per cent, indicating notable improvements in case resolution efficiency.

Institutions Supporting Consumer Empowerment

The Central Consumer Protection Authority (CCPA) plays a crucial role in protecting consumer interests by acting against unfair trade practices, misleading advertisements and unsafe products. The Consumer Welfare Fund supports awareness programmes and protection initiatives across states. During 2025, financial assistance of Rs 38.68 crore was released to states and Union Territories under this framework.

Digital Platforms Enhancing Grievance Redressal

Launched on January 1, 2025, e-Jagriti serves as a unified digital portal that integrates earlier consumer grievance systems. The platform allows online case filing, fee payments, virtual hearings and real-time case tracking, with multilingual and accessibility-friendly features. By mid-November 2025, more than 1.31 lakh cases had been resolved through the platform. Alongside this, the upgraded National Consumer Helpline 2.0, equipped with AI-based multilingual support, facilitated consumer refunds exceeding Rs 27 crore during the year.

Quality Standards and Regulatory Measures

Organisations such as the Bureau of Indian Standards (BIS) and the National Test House continue to strengthen product quality and standardisation. Additionally, amendments to Legal Metrology rules in 2025 have improved transparency in product labelling, pricing and packaging. Together, these measures highlight India’s continued efforts to build a fair, transparent and consumer-friendly market ecosystem.
