Description
The National Medical Commission (NMC) has released a public notification seeking online applications for the establishment of new medical colleges offering MBBS programmes and for enhancement of undergraduate (UG) seat capacity in existing institutions for the academic year 2026–27. The notice, dated December 21, 2025, has been issued by the Medical Assessment and Rating Board (MARB) under the NMC.
Application Timeline and Mode
As per the notification, applications will be accepted only through the online portal available on the official NMC website. The application window will open on December 29, 2025, and close on January 28, 2026, with the final submission deadline set at 6:00 pm on January 28, 2026.
Offline or physical submissions will not be entertained, and applications received after the deadline will be summarily rejected.
Eligible Applicants
The invitation applies to two categories of institutions:
Entities seeking approval to set up a new medical college with an MBBS programme
Existing medical colleges applying for permission to increase UG MBBS seat intake
All applicant institutions must adhere to the NMC Act, Minimum Standard Requirements (MSR), and other relevant regulations, guidelines, and circulars issued by the Commission.
Temporary Relaxation on MBBS Seat Cap
For the 2026–27 academic session, MARB has temporarily suspended a clause of the UG Medical Education MSR, 2023, which earlier capped total MBBS intake at 150 seats and linked admissions to state population norms. This relaxation will apply only for AY 2026–27.
Revised Application and Processing Fees
The notice introduces a revised fee structure, with separate rates for government and private medical colleges, replacing the earlier uniform fee system.
Private medical colleges proposing new institutions:
50 MBBS seats: Rs 7.5 lakh + 18% GST
100 MBBS seats: Rs 15 lakh + 18% GST
150 MBBS seats: Rs 22.5 lakh + 18% GST
Government medical colleges:
50 MBBS seats: Rs 6.25 lakh + 18% GST
100 MBBS seats: Rs 12.5 lakh + 18% GST
150 MBBS seats: Rs 18.75 lakh + 18% GST
For the first time, fees have also been introduced for increasing UG seat intake:
Private colleges: Rs 7.5 lakh + 18% GST per additional 50 seats
Government colleges: Rs 6.25 lakh + 18% GST per additional 50 seats
Additionally, a non-refundable registration fee of Rs 2 lakh is mandatory. This fee is charged separately for UG and PG applications.
Bank Guarantees and Financial Security
The NMC has mandated long-term financial guarantees valid for six years.
For new medical colleges:
50 seats: Rs 15 crore bank guarantee
100 seats: Rs 20 crore bank guarantee
150 seats: Rs 25 crore bank guarantee
Existing colleges seeking seat expansion must furnish an additional bank guarantee of Rs 5 crore for every 50 MBBS seats.
After receiving the Letter of Permission (LoP), private medical colleges must submit an electronic bank guarantee (E-BG) within the prescribed timeline. Government colleges are exempted from bank guarantees but must submit an undertaking from the Principal Secretary of the concerned department.
Disclosure Norms and Mandatory Documents
Applicant institutions must declare whether the sponsoring trust, society, or company operates medical colleges in other states. Trustees or governing members must also disclose their association with other medical institutions.
Key documents required include:
Valid Consent of Affiliation (CoA) from a recognised university
Essentiality Certificate (EC) issued by the respective state or UT
Proof of land ownership or lease (minimum 30 years)
Details of the associated teaching hospital, including bed strength, occupancy, licences, and clinical infrastructure
Audited financial statements for the previous three years and proof of financial viability
Applications submitted without a valid CoA or EC on the date of filing will be rejected outright, without further correspondence.
Assessment and Inspection Mechanism
MARB will assess applications through physical, virtual, or hybrid inspections, as deemed appropriate. The evaluation process may include document verification, monitoring of staff attendance via the Aadhaar Enabled Biometric Attendance System (AEBAS), hospital data checks, and live video surveillance.
Key Points for Applicant Institutions
Applications will be considered complete only after full online fee payment and submission of all mandatory documents. If an institution applies for a higher seat capacity but fails to meet the required standards, the application will be rejected entirely and will not be reconsidered for a lower number of seats.
