Tamil Nadu has launched a targeted conservation programme to protect the smooth-coated otter in the Cauvery Delta, responding to escalating human–wildlife conflicts and the degradation of freshwater habitats. The initiative highlights growing concern over the dwindling presence of this vulnerable species in the state’s rivers and wetlands.

Ecological Importance of the Smooth-Coated Otter

The smooth-coated otter is the largest otter species in Asia and serves as an important indicator of wetland ecosystem health. These social animals, living in groups called bevvies, hunt cooperatively and help regulate fish populations, contributing to the ecological balance of rivers and canals. In the Cauvery Delta, otters inhabit irrigation channels, slow-flowing tributaries, and mangrove fringes, taking shelter in earthen burrows along riverbanks.

Increasing Human–Otter Conflicts

In riverine communities like Anaikarai, locals refer to otters as “meenakutty” for their playful behaviour near fishing nets and boats. However, declining river flows and shrinking fish stocks have heightened competition for resources. Otters are often injured in fishing nets, while damage to gear and loss of catch affect fisherfolk livelihoods. Additional pressures such as pollution, pesticide runoff, plastic waste, and upstream dams further reduce the availability of prey.

State-Supported Conservation Initiative

The conservation programme, announced during a Tamil Nadu Assembly session on endangered species protection, will focus on population assessment, behaviour studies, and habitat monitoring in Thanjavur, Thiruvarur, and Cuddalore districts. The smooth-coated otter is classified as vulnerable and is protected under Schedule I of India’s Wildlife Protection Act, 1972. The project has received administrative approval of Rs 20 lakh for the 2025–26 financial year.

Research, Habitat Restoration, and Community Engagement

The study will be led by the forest department’s research wing, with fieldwork conducted in the delta region. Scientists will use direct observations, faecal sampling, camera traps, and environmental DNA analysis to monitor populations. Results will guide habitat restoration efforts, including reed planting, construction of fish ladders, and strategies to reduce human–otter conflicts. Community awareness programmes, conducted with local residents and conservation groups, aim to ensure long-term protection and coexistence with this vital species.
