Bihar Government Launches ‘Bhumi Sudhar Samvad’ to Expedite Land Dispute Resolution

The Bihar government has unveiled a new initiative, ‘Bhumi Sudhar Samvad’, aimed at speeding up the settlement of land disputes and enhancing transparency in land administration. Starting from 12 December, the programme will provide citizens with a streamlined platform to address documentation and ownership issues efficiently.

Objective of the Programme

The initiative will offer a public interface where individuals can submit their land-related documents for immediate resolution. Initially, sessions will be conducted in Patna, followed by Lakhisarai, enabling direct interaction with officials to tackle long-standing concerns related to mutation, ownership, and documentation.

Tackling Fraud and Administrative Lapses

A dedicated monitoring team named ‘Udan Dasta’ will be formed to identify and prevent land-related fraud. So far, the department has received approximately 46 lakh applications, resolving nearly 12 lakh cases. Officials have been instructed to process mutation requests within a fixed timeframe and ensure fair and justified decisions.

Measures Against Encroachment and Corruption

The government also plans a special drive in March to remove encroachments from state-owned land. Strict action will be taken against illegal occupants as well as officials involved in collusion with land mafias. Informants providing credible information on encroachments will be rewarded. By integrating grievance redressal, anti-fraud measures, and encroachment removal, the government aims to create a transparent, accountable, and efficient land management system, with regular monitoring down to the panchayat level.
