Description

India has intensified its humanitarian assistance to Sri Lanka following the widespread destruction caused by Cyclone Ditwah. As part of the expanded Operation Sagar Bandhu, the Indian Navy has sent four additional warships loaded with vital relief supplies, further strengthening India’s rapid-response capability in the region.

Cyclone Ditwah: Impact and Relief Needs

Cyclone Ditwah made landfall in Sri Lanka in late November 2025, triggering severe flooding, landslides, and extensive damage to infrastructure. Many areas were left without essential services such as clean drinking water, medical support, and temporary shelter. In response, India launched a comprehensive Humanitarian Assistance and Disaster Relief (HADR) operation to deliver urgent aid.

Understanding Operation Sagar Bandhu

Operation Sagar Bandhu is a swift humanitarian initiative launched by India to assist Sri Lanka in recovering from Cyclone Ditwah. The mission reflects the spirit of the Neighbourhood First policy and aligns with India's MAHASAGAR vision focused on cooperation, security, and humanitarian support across the Indian Ocean Region.

The operation includes:

  • Deployment of Indian Navy vessels and Landing Craft Utilities (LCUs) for transporting relief materials

  • Assistance from the Indian Air Force and NDRF for rescue missions and medical support

  • Delivery of essentials such as food, potable water, medical kits, tents, and emergency equipment

Latest Naval Deployment

On 8 December 2025, the Navy bolstered the relief effort by sending four more ships:

  • INS Gharial (amphibious warfare ship)

  • LCU 54

  • LCU 51

  • LCU 57

Together, they are transporting over 1,000 metric tons of humanitarian cargo for distribution across both coastal and hard-to-reach regions. The three LCUs reached Colombo on 7 December 2025 and handed the supplies to Sri Lankan authorities. INS Gharial is scheduled to arrive in Trincomalee on 8 December 2025 to support relief activities in the eastern districts.

Why This Mission Matters

Strengthening Bilateral Ties

The operation demonstrates the strong partnership and close cultural ties shared between India and Sri Lanka, highlighting India’s commitment to supporting its neighbours in times of adversity.

Regional Humanitarian Leadership

India’s timely intervention reinforces its position as a dependable first responder in the Indian Ocean Region, capable of mobilising advanced naval and air resources for large-scale disaster relief.

A Flexible and Scalable Operation

By utilising naval assets already involved in routine deployments, India has shown exceptional adaptability, ensuring that its military resources can be swiftly redirected for humanitarian needs.
