The Department of Posts has released a draft amendment to the Post Office Act, 2023 proposing DHRUVA, a digital, standardised addressing system. The initiative aims to make address sharing interoperable, user-friendly and compatible with India’s digital ecosystem. It is expected to cut down repetitive form-filling, improve accuracy and enable innovation in the private sector.
Concept and Structure of DHRUVA
DHRUVA—Digital Hub for Reference and Unique Virtual Address seeks to replace traditional written addresses with virtual identifiers similar to email or UPI handles. These “name@entity” labels would function as digital proxies for physical locations. Users could instantly share their address through these tags, enhancing convenience across government and commercial services.
Governance and Private Sector Role
The system is envisaged as a component of India’s digital public infrastructure. A Section 8 not-for-profit organisation, operating under the postal department’s oversight and modelled on NPCI, will run core functions. Participation by private companies will be optional, but sectors such as e-commerce and gig services are expected to gain from streamlined address management and consent-driven access to user data.
Consent Architecture and User Control
Users will be able to authorise organisations to access the full address and geolocation data linked to their virtual labels for limited durations. Once this period ends, firms must seek renewed consent. Address service providers will issue the labels, while address information agents will manage the consent system—ensuring user autonomy, privacy and data security.
DIGIPIN as the Technical Backbone
The platform is anchored in DIGIPIN, a 10-character alphanumeric code encoding precise latitude–longitude coordinates. Each DIGIPIN corresponds to a 14 sq. m area, offering high spatial accuracy, especially valuable in rural or unmapped regions. Developed and open-sourced by the postal department, the system can generate approximately 228 billion unique identifiers across India.
