France and Ukraine have formalised a major defence step forward with the signing of a letter of intent that allows Kyiv to procure up to 100 Rafale fighter aircraft along with advanced air-defence assets. The agreement represents one of Ukraine’s most substantial long-term military planning commitments as it continues to face sustained Russian aggression.
Strengthening Bilateral Defence Ties
The document was signed by French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky during a visit to a French air base near Paris. The proposed package includes Rafale jets with their associated weaponry, upgraded SAMP-T air-defence systems, radar platforms and drones. According to officials, the arrangement will be rolled out over the next decade, highlighting a durable strategic partnership between the two nations.
Enhancing Ukraine’s Air Power
Zelensky noted that the agreement will significantly bolster Ukraine’s air-combat capabilities in the coming years. The Rafale acquisition supports Kyiv’s broader objective of building a future-ready fleet of around 250 aircraft, complementing expected deliveries of F-16s and Swedish Gripen fighters. Integrating Rafales into Ukraine’s air force will require extensive pilot and crew training due to the aircraft’s advanced systems.
Multinational Security Coordination
Before signing the letter of intent, the two leaders visited an international coordination centre working on a “coalition of the willing” initiative aimed at supporting future ceasefire mechanisms. France and the United Kingdom are leading this platform, which includes participation from more than 30 countries. The visit took place amid escalating Russian attacks and renewed fighting in southeastern Ukraine.
French Industry And Long-Term Supply Options
France is exploring various approaches to support Ukraine, such as supplying Rafale jets from existing fleets and future production lines. Discussions also include providing extra SAMP-T units, Aster 30 interceptor missiles and advanced anti-drone technologies. French defence manufacturers, including Dassault Aviation, are cooperating with Ukrainian authorities to design long-term solutions that will strengthen Ukraine’s defence posture for years to come.
