Maharashtra has made history by becoming the first Indian state to officially partner with Elon Musk’s Starlink to expand satellite broadband connectivity. The collaboration, established through a Letter of Intent (LoI) with Starlink Satellite Communications Private Limited, aims to strengthen the state’s Digital Maharashtra initiative by connecting remote and underserved areas with high-speed internet access.
Strengthening Rural Connectivity
Under this partnership, Starlink’s services will first be deployed in government offices and key public facilities across districts such as Gadchiroli, Nandurbar, Dharashiv, and Washim. These regions have long struggled with poor connectivity. The rollout will focus on schools, primary health centres, police outposts, gram panchayats, and disaster management units, ensuring that essential services benefit from reliable broadband. Starlink’s low-Earth orbit (LEO) satellites will act as high-speed backhaul links in areas where traditional fibre or 4G/5G infrastructure is limited or costly to deploy.
Implementation Plan And Infrastructure
Starlink is expected to begin full-scale commercial operations in India by early 2026, following the completion of regulatory processes and the establishment of ground infrastructure. Reports suggest plans for nine satellite gateway stations across cities like Mumbai, Noida, Kolkata, Chandigarh, and Lucknow. These ground stations will help reduce latency, increase data throughput, and ensure compliance with Indian communication and security regulations.
Market Landscape And Policy Context
With this agreement, Starlink joins competitors such as Reliance Jio Satellite and Eutelsat OneWeb in India’s growing satellite communications (satcom) sector. Backed by a constellation of over 6,000 LEO satellites, Starlink aims to deliver fast and reliable internet even in mountainous, forested, and island regions. However, the company’s success in India will depend on affordability, local manufacturing incentives, spectrum allocation, right-of-way permissions, and cybersecurity clearances. The initiative also aligns with the national BharatNet programme, promoting digital inclusion and e-governance.

By providing stable and low-latency connectivity, LEO satellite networks can revolutionise telemedicine, online education, digital banking, agricultural advisory services, and surveillance systems in rural areas. The Maharashtra pilot will serve as a testbed for pricing structures, shared Wi-Fi hubs, service-level agreements, and bulk device procurement.
