The Kerala government has released the draft “IT Vision 2031”, a forward-looking blueprint designed to generate $50 billion in economic value and create over five lakh high-skilled jobs by the year 2031. The vision seeks to establish Kerala as a global hub for ethical, inclusive, and sustainable technology, capitalizing on the state’s strong human capital, digital infrastructure, and governance excellence.

Strategic Roadmap For Growth And Innovation

As part of the Vision 2031 framework, Kerala aims to attract Rupees 20,000 crore in startup investments, nurture 20,000 new startups, and build 30 million square feet of additional IT workspace. The plan focuses on responsible innovation and aims to place Kerala at the forefront of cutting-edge domains like artificial intelligence (AI), semiconductors, and advanced digital services.

Chief Minister Pinarayi Vijayan officially launched the draft policy during the ‘ReCode Kerala 2025’ seminar in Kochi, emphasizing the state’s commitment to a knowledge-driven digital economy.

Four Key Missions Powering Digital Transformation

To execute its ambitious roadmap, Kerala has introduced four flagship initiatives —

  • Kerala Artificial Intelligence Mission (K-AIM)

  • Kerala Semiconductor Mission

  • Kerala Future Tech Mission (KFTM)

  • The Future Corporation (TFC)

The AI Mission will bring forth a landmark “Kerala AI Bill of Rights” by 2030 to ensure the ethical and transparent use of artificial intelligence. Meanwhile, The Future Corporation will serve as an international investment arm under the brand “Kerala: Global Talent. Ethical Tech. Sustainable Growth.”, positioning the state as a trusted destination for global tech investors.

Infrastructure Push And Policy Reforms

The Vision 2031 draft proposes a new IT Policy and a dedicated Global Capability Centres (GCC) Policy, targeting the establishment of 120 GCCs by 2031. Key infrastructure projects include Infopark Phase 3 (AI City), Technopark Phase 4, Kozhikode IT projects, and the K-Space Aerospace Cluster.

These developments will be supported by the Kerala Fibre Optic Network (KFON), ensuring high-speed digital connectivity across the state and reinforcing Kerala’s position as a top-tier innovation hub in India.

  • Kerala’s IT Vision 2031 aims for $50 billion in IT value generation.

  • 5 lakh new jobs and Rupees 20,000 crore in startup investments are targeted.

  • A ‘Kerala AI Bill of Rights’ will be introduced by 2030 under K-AIM.

  • The state plans to host 250 AVGC (Animation, Visual Effects, Gaming & Comics) firms and 120 GCCs by 2031.

Fostering Skills, Innovation, And Inclusivity

The Vision 2031 plan proposes establishing 50 Leap Centres, 250 Early Innovation Centres, and 14 district-level Freedom Squares to nurture startups, especially those led by women entrepreneurs. Additionally, Kerala aims to train one million individuals in AI and emerging technologies through the ICT Academy.

The government also plans to cut software-related expenses by 30% through the adoption of Free and Open-Source Software (FOSS). With its skilled workforce, low attrition rate, and robust digital foundation, Kerala is redefining its IT ecosystem as globally responsible, innovation-oriented, and sustainability-focused.
