Description
The Central Government has recently recommended environmental clearance for the Sawalkote Hydro Electric Project, a major run-of-the-river hydroelectric plant planned on the Chenab River in Jammu and Kashmir. This project is set to become the largest hydropower installation in the Union Territory and a significant addition to India’s renewable energy portfolio.
About Sawalkote Hydro Electric Project
The Sawalkote project is designed as a 1,856-MW hydroelectric power plant located in the Ramban district of Jammu and Kashmir. As a run-of-the-river scheme, it harnesses the natural flow of the Chenab River to generate electricity while minimizing the need for large reservoirs.
The project has been in the planning stage since the 1980s and has undergone multiple revisions to address environmental, ecological, and technical concerns. It is now poised for execution under the National Hydroelectric Power Corporation (NHPC) Limited at an estimated investment of Rs 31,380 crore.
Key Features Of Project
The project will feature a 5-metre-high concrete dam and underground powerhouses, designed to efficiently generate around 7,534 million units of electricity annually.
The plant will ensure reliable power supply to the region, particularly during the harsh winter months, when electricity demand peaks and shortages are common.
By adding significant generation capacity, the project is expected to make Jammu and Kashmir a power-surplus region, opening opportunities to export surplus electricity to the national grid.
The regulation of the Chenab River’s flow will assist in flood management downstream and improve water availability for agriculture and domestic use, contributing to sustainable water resource management.
Strategic And National Significance
The Sawalkote Hydro Electric Project aligns with India’s broader energy and water resource strategies. It is part of the country’s effort to fully utilise its share of water from the western rivers, as stipulated under the 1960 Indus Waters Treaty (IWT) between India and Pakistan. By efficiently harnessing hydropower, the project will also contribute to India’s goals of enhancing renewable energy capacity, reducing carbon emissions, and supporting regional development in the Union Territory.
Economic And Employment Impact
Beyond energy generation, the project is expected to create thousands of direct and indirect jobs during construction and operational phases. The development will also stimulate infrastructure growth, local businesses, and socio-economic progress in Ramban district and neighbouring areas.
Environmental Considerations
While environmental clearance has been recommended, the project will be subject to strict monitoring of ecological impacts, including riverine biodiversity, forest cover, and local communities. Mitigation measures will ensure that the hydropower benefits are balanced with ecological sustainability.
The Sawalkote Hydro Electric Project is a transformative initiative that combines clean energy generation, water management, flood control, and regional development, strengthening India’s position in sustainable hydropower while advancing energy security in Jammu and Kashmir.
