Description

Hundreds of residents and activists in Daporijo, Arunachal Pradesh, staged protests against the proposed Subansiri Upper Hydroelectric Project (SUHP), voicing concerns over environmental, social, and ecological impacts. The project, which has been in planning for several years, has drawn attention for its scale and potential implications for local communities and the Subansiri River ecosystem.

About Subansiri Upper Hydroelectric Project

The Subansiri Upper Hydroelectric Project is a 1,800 MW run-of-the-river hydropower project being developed on the Subansiri River basin in Arunachal Pradesh. It is designed to harness the river’s flow to generate renewable electricity, contributing significantly to India’s hydropower capacity.

  • Project Developer: KSK Upper Subansiri Hydro Energy (owned by KSK Energy Ventures)

  • Expected Commercial Operation: 2031

  • Gross Head: 199.5 meters

  • Annual Electricity Generation: Approximately 6,581.29 GWh

  • Estimated Project Cost: Around $2.35 billion

The project is designed as a run-of-the-river system, which typically has lower reservoir requirements compared to traditional dam projects. Despite this, concerns have been raised regarding its environmental impact, potential displacement of local communities, and disruption of riverine ecosystems.

Environmental And Social Concerns

Local communities and environmental activists argue that the project could:

  • Impact biodiversity: The Subansiri River is home to unique aquatic species and rich biodiversity that could be affected by construction and flow regulation.

  • Cause flooding or landslides: Large-scale construction in the steep terrains of Arunachal Pradesh may increase landslide risks and sedimentation downstream.

  • Disrupt livelihoods: Fishing, agriculture, and small-scale river-based economies in the region could be adversely affected.

These concerns have fueled public opposition, leading to protests and calls for more transparent environmental assessments and community consultations.

About Subansiri River

The Subansiri River, also known as the Gold River due to the historical presence of gold dust in its waters, is a major tributary of the Brahmaputra. It originates in the western slopes of Mount Porom (5,059 meters) in the Tibetan Himalayas, within the Kangig Glacier range of Tibet. From its mountainous origin, the river flows through Tibet, Arunachal Pradesh, and Assam, eventually joining the Brahmaputra River in Lakhimpur district of Assam.

  • Tributaries: Significant tributaries include Laro, Nye, Yume, Tsari, Kamla, Jiyadhol, Ranganadi, and Dikrong.

  • Geography: The river flows through steep gorges and plains, making it ecologically and culturally important for local communities.

  • Significance: Apart from being a vital water source, it supports agriculture, fisheries, and other livelihoods in the region.

Project Significance

If completed, the Subansiri Upper Hydroelectric Project will be one of India’s largest hydropower initiatives, providing clean energy and supporting national electricity demands. However, balancing energy generation with environmental sustainability and community welfare remains a challenge. Authorities have emphasized safety protocols and environmental mitigation plans, but ongoing protests highlight the need for inclusive planning and dialogue with affected populations.

Key Highlights

  • Project Name: Subansiri Upper Hydroelectric Project (SUHP)

  • Capacity: 1,800 MW

  • Developer: KSK Upper Subansiri Hydro Energy

  • Cost: $2.35 billion

  • Expected Operation: 2031

  • River: Subansiri, a Brahmaputra tributary

  • Origin: Mount Porom, Tibet

  • Tributaries: Laro, Nye, Yume, Tsari, Kamla, Jiyadhol, Ranganadi, Dikrong

The discovery of large-scale hydropower potential in the Subansiri River basin highlights India’s efforts to increase renewable energy capacity. At the same time, protests underscore the importance of community engagement and environmental safeguards in infrastructure development projects.
