Description
In 2025, the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology (MeitY) and National E-Governance Services Limited (NeSL) signed a Memorandum of Understanding (MoU) aimed at strengthening digital document management for both government and business sectors. The agreement was formalized at the Global Fintech Fest 2025, representing a significant step in India’s digital governance initiatives.
About NeGD And NeSL
NeGD, a division of the Digital India Corporation, provides technical support and advisory services to central and state governments to promote e-governance across India. NeSL, regulated by the Insolvency and Bankruptcy Board of India (IBBI), functions as a secure information utility for financial documents and data submitted by creditors and other entities.
Key Features Of MoU
The collaboration integrates NeGD’s cloud-based Entity Locker platform with NeSL’s Digital Document Execution (DDE) system.
Entity Locker, an extension of DigiLocker, facilitates the issuance, storage, sharing, and verification of digital documents.
NeSL’s DDE enables digital and legally valid execution of contracts, bank guarantees, and other financial instruments.
Through this integration, users can now access digitally executed bank guarantees (e-BGs) directly within the Entity Locker platform.

NeSL’s e-BGs provide a secure, tamper-proof alternative to traditional paper-based bank guarantees. Key benefits include:
