Description
In October 2025, the Lal Bahadur Shastri National Academy of Administration (LBSNAA) organised a two-day National Training-cum-Workshop focused on the NAKSHA Programme, a key initiative under the Digital India Land Records Modernization Programme (DILRMP). The workshop brought together District Magistrates and Collectors from across India to prepare for the nationwide implementation of this innovative urban land governance project.
Overview Of NAKSHA Programme
The NAKSHA Programme is a one-year pilot initiative designed to modernise urban land records using cutting-edge digital technologies. It integrates geospatial mapping, Global Navigation Satellite System (GNSS), and Web-GIS to create a transparent, efficient, and accessible system for urban land administration. The programme aligns with the vision of ‘One Nation, One Land Record’, aiming to digitally map every urban land parcel while authenticating ownership details.
Technological Framework
The programme leverages advanced geospatial technologies to enhance the accuracy of land mapping. Key components include:
GNSS and Web-GIS tools for real-time data collection, visualization, and analysis.
Aerial data acquisition and modern survey techniques to update and verify land records.
Applications that facilitate property tax assessment, urban planning, and dispute resolution by providing clear ownership and boundary information.
These technologies aim to reduce land disputes and strengthen administrative decision-making for urban development.
Workshop Structure And Training Modules
The two-day workshop offered comprehensive training on the NAKSHA workflow, including practical sessions on ground-truthing methods. Participants were trained in:
Using GIS and Web-GIS platforms for mapping land parcels
Conducting GNSS-based surveys
Managing and updating land records digitally
Experts shared field experiences, highlighting implementation challenges and effective strategies. The programme focused on building both technical proficiency and administrative capacity among district officials.
Legal And Administrative Framework
The workshop also addressed the legal dimensions of urban land record management under NAKSHA. Administrative guidelines were shared to ensure smooth implementation, along with best practices for public awareness campaigns to foster citizen engagement. Coordination among various government departments and agencies was emphasised as essential for the programme’s success.
Key Stakeholders And Expert Contributions
Experts from the Department of Land Resources, Survey of India, and state governments participated, offering technical and administrative guidance. Institutions such as the Madhya Pradesh State Electronics Development Corporation and the National Institute of Geo-informatics Science and Technology provided technical support. Senior civil servants contributed insights on effective land record governance and practical implementation strategies.
Significance And Future Prospects
The NAKSHA Programme is expected to:
Eliminate ambiguity in urban land ownership
Enhance transparency in governance
Facilitate efficient urban planning and resource management
Reduce litigation related to land disputes
By demonstrating a successful model of digitised land administration, NAKSHA has the potential to set a national precedent, paving the way for modernisation of land records across India.
