PM-SETU Launched to Modernize ITIs and Boost Skill Development Across India

During the Kaushal Deekshant Samaroh held at Vigyan Bhawan, New Delhi, the Prime Minister of India launched the ambitious Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) initiative. This flagship program aims to revolutionize the technical education and skill development landscape in India by modernizing Industrial Training Institutes (ITIs) and aligning them with industry requirements.

About PM-SETU Scheme

The PM-SETU scheme is a centrally sponsored initiative with a projected investment of Rs 60,000 crore, reflecting the government’s strong commitment to strengthening vocational training and employability. Its core objective is to transform 1,000 Government ITIs across India into modern, industry-aligned centers of excellence capable of delivering high-quality skill training.

Structure And Approach

The scheme will adopt a hub-and-spoke model to maximize outreach and effectiveness:

• Hubs: 200 selected ITIs will serve as hubs, equipped with state-of-the-art infrastructure, innovation and incubation centers, production units, trainer training facilities, and placement services.

• Spokes: 800 ITIs will function as spokes, extending access to quality training and ensuring that more students benefit from upgraded facilities and industry-aligned curricula.

Key Features Of PM-SETU

• Industry-Aligned Courses: Introduction of new, demand-driven courses and revamping of existing programs in collaboration with the industry to ensure skill relevance.

• Special Purpose Vehicles (SPVs): Formation of SPVs with credible Anchor Industry Partners to manage ITI clusters and ensure outcome-based, employment-focused training.

• Flexible Training Pathways: Offering multiple learning pathways, including long-term diplomas, short-term skill courses, and executive programs, to cater to diverse learner needs.

• Centers of Excellence: Strengthening five National Skill Training Institutes in Bhubaneswar (Odisha), Chennai (Tamil Nadu), Hyderabad (Telangana), Kanpur (Uttar Pradesh), and Ludhiana (Punjab) as Centres of Excellence, fostering global partnerships for knowledge exchange and skill advancement.

Global Support And Pilot Phase

The initiative benefits from co-financing by global institutions such as the World Bank and the Asian Development Bank, emphasizing international collaboration in skill development. The first phase of implementation will focus on ITIs in Patna and Darbhanga, setting a benchmark for modernization and industry-linked training across the country.
