In 2025, the Ministry of Panchayati Raj (MoPR) introduced a suite of digital initiatives aimed at making Gram Panchayats more efficient, transparent, and citizen-centric. AI-Powered Meeting Documentation With SabhaSaar

Launched in August 2025, SabhaSaar is an AI-driven tool that records and summarises Gram Sabha meetings in real time. The platform converts audio and video inputs into accurate minutes, reducing manual effort. Integrated with Bhashini, the National Language Translation Mission, SabhaSaar supports 14 Indian languages, ensuring accessibility and unbiased record-keeping for diverse rural communities.

Legal Land Ownership Through SVAMITVA

The SVAMITVA scheme employs drones and modern mapping technologies to survey rural land. Since its inception in 2020, it has been issuing legal property documents to villagers, enabling them to access bank loans, settle disputes, and improve property tax collection. By replacing traditional land demarcation methods, SVAMITVA strengthens secure property rights and facilitates effective local resource management.

Strengthening Rural Connectivity With BharatNet

BharatNet aims to provide high-speed internet to every Gram Panchayat. Since 2011, it has connected over 6.26 lakh villages via 3G or 4G networks and installed more than 13 lakh Fibre to the Home connections. The network supports e-governance, e-education, e-health, and agricultural applications, enabling platforms like Gram Samvaad and PM Kisan to reach villagers efficiently.

Integrated Panchayat Management With eGramSwaraj

eGramSwaraj, launched in 2020, is a web-based portal that integrates planning, budgeting, accounting, and monitoring for Panchayats. Used by over 2.7 lakh Panchayats, the platform allows online payments and tracks project progress, enhancing accountability and operational efficiency at the local level.

Citizen Engagement Through Meri Panchayat App

The Meri Panchayat app provides rural residents with real-time access to Panchayat budgets, development plans, elected representatives’ information, and grievance redressal mechanisms. Available in 12+ Indian languages, the app promotes transparency and encourages participation among over 95 crore citizens, linking with other government portals to foster inclusive governance.

Efficient Meeting Management Via Panchayat NIRNAY

Panchayat NIRNAY is a digital platform for scheduling, notifying, and recording Gram Sabha meetings. Replacing manual paperwork, it automates workflows, increases citizen participation, and facilitates nationwide sharing of best practices, strengthening transparency and decision-making in local governance.

Geo-Spatial Planning With Gram Manchitra

Gram Manchitra is a GIS-based tool that supports Panchayats in preparing development plans using spatial data. The platform visualises projects, tracks assets, and estimates costs, enabling evidence-based planning aligned with the Gram Panchayat Development Plan (GPDP).

Recognition Of Digital Innovation

The National Awards for e-Governance 2025 introduced a special category for grassroots digital initiatives, receiving over 1.45 lakh entries from 26 states and union territories. Panchayats such as Rohini (Maharashtra) and West Majlishpur (Tripura) were recognised and funded to enhance local development. These awards highlight how technology is reshaping rural governance in India.
