The Mahendragiri hills, located in Gajapati district, rise to more than 1,500 metres and support a rich array of flora and fauna. The area is home to 1,348 plant species and 388 animal species, many of which are endemic or under threat. The hills are also inhabited by indigenous communities, including the Saora and Kondh tribes, who have coexisted with the forest ecosystem for generations.

Apart from biodiversity, Mahendragiri holds cultural and spiritual importance, with the Panchpandava temples drawing pilgrims from across the region. This intertwining of natural and cultural heritage makes the hills uniquely valuable.

Protected Status And Government Plans

In 2022, the Odisha government formally declared 4,250 hectares of forest, including Idongiri and Mahendra reserve forests, as a Biodiversity Heritage Site. Despite this designation, authorities have approved several development projects, including:

  • Development of a Vanya Mandir complex

  • A corridor linking Panchpandava temples

  • Plans for an expanded Parshuram temple

The Wildlife Institute of India first recommended Mahendragiri for biosphere reserve status in the 1980s, and a government committee reaffirmed the suggestion in 2014. Environmentalists argue that this designation is critical for long-term protection, as it would provide stronger legal safeguards and a framework for sustainable development.

Impact On Wildlife

Construction and increased human activity in the hills threaten the fragile habitats of key wildlife species. The region has already experienced declines in elephant and tiger populations. Between 2022 and 2024, Odisha recorded the highest number of elephant poaching deaths in India, contributing to a nationwide total of 414 elephant fatalities. Expanding infrastructure could further disrupt migration routes and feeding grounds, placing additional stress on already vulnerable species.

Balancing Tourism And Conservation

Environmentalists advocate for eco-tourism models that minimize ecological impact while supporting local livelihoods. Measures suggested include:

  • Ensuring soil and water conservation practices in construction

  • Preserving heritage structures under the care of the Archaeological Survey of India

  • Providing sustainable livelihood opportunities for tribal communities

Without such measures, tourism development risks causing irreversible ecological and cultural damage.

Conservation groups emphasize that immediate intervention is necessary. Granting biosphere reserve status to Mahendragiri would:

  • Offer stronger legal protection for biodiversity
