Launched in 2025, the Tamil Nadu Coastal Restoration Mission (TN-SHORE) is a landmark initiative supported by the World Bank to enhance coastal resilience and biodiversity conservation. The project combines mangrove restoration, sustainable coastal economy development, and protection of endangered marine species like dugongs and turtles. A key focus is community involvement, with village-level mangrove councils empowered to directly manage funds and restoration activities.

• Total Outlay: Rupees 1,675 crore

• Funding: Around Rupees 1,000 crore from the World Bank; the remainder from the Tamil Nadu government.

• Objective: To restore 30,000 hectares of seascapes, strengthen coastal ecosystems, and promote eco-friendly livelihoods.

Community-Led Mangrove Restoration

The mission adopts a community-based model by setting up village mangrove councils.

• Councils are headed by local representatives with forest officials as secretaries.

• They are allowed to utilise funds directly, with allocations up to Rupees 8 lakh made available without tendering requirements, ensuring faster implementation.

• The plan includes restoring 1,000 hectares of mangroves 300 hectares through new plantations and 700 hectares by rejuvenating degraded areas.

Legal & Environmental Safeguards

To ensure long-term protection, restored mangroves will be declared reserve forests. Plantation sites include:

• Abandoned aquaculture ponds

• Disused salt pans

• Other degraded coastal lands

Currently, Tamil Nadu has 41.9 sq km of mangrove cover, ranging from dense to open patches. Bringing them under legal protection will safeguard these ecosystems from encroachment.

Scientific Mapping & Partnerships

• The National Centre for Sustainable Coastal Management (NCSCM) is supporting land identification through detailed coastline mapping.

• Ground verification of potential sites is underway.

• The Tamil Nadu government has signed MoUs with the United Nations Environment Programme (UNEP) and the M.S. Swaminathan Research Foundation to strengthen research, technical support, and global collaboration.

• Restored mangroves serve as natural bioshields, protecting coastal communities from erosion, flooding, and climate change impacts.

• They provide critical habitats for endangered species such as dugongs and sea turtles.
