India Expands Telecom Security Testing Network with New Laboratory

India has strengthened its telecom security framework by adding M/s Compliance International Pvt. Ltd., Noida as a Telecom Security Testing Laboratory (TSTL) for IP Routers under the Communication Security Certification (ComSec) Scheme. With this addition, the country now has nine designated TSTLs spread across five states, offering faster and more affordable testing solutions for telecom manufacturers and service providers.

National Centre For Communication Security (NCCS)

The NCCS, functioning under the Department of Telecommunications, oversees the security testing and certification of telecom and ICT products across India. It administers the ComSec Scheme, which makes it mandatory for telecom equipment to undergo security checks before being deployed, sold, or imported in the country.

About Communication Security Certification Scheme (ComSec)

The ComSec Scheme forms a part of the Mandatory Testing and Certification of Telecom Equipment (MTCTE) initiative. First introduced in 2017 and revised under the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025, the scheme ensures that telecom equipment meets security standards through approved testing facilities.

Role Of Telecom Security Testing Laboratories (TSTLs)

The nine TSTLs are located in Karnataka, Haryana, Uttar Pradesh, Tamil Nadu, and Maharashtra, providing nationwide access to security testing services. By offering local facilities, these labs help Original Equipment Manufacturers (OEMs), importers, and telecom operators cut down costs and time involved in compliance procedures.

Scope Of Testing

Currently, these laboratories are authorised to test 27 categories of telecom products, including:

• IP Routers

• Wi-Fi Customer Premises Equipment (CPEs)

• Optical Line Terminals (OLTs)

• Optical Network Terminals (ONTs)

• 23 network functions of the 5G Core

Security testing for multiple telecom devices is already underway across these facilities.
