Description

The 28th edition of the National Conference on e-Governance (NCeG) was held on 22-23 September 2025 in Visakhapatnam, Andhra Pradesh. The conference, organized by the Department of Administrative Reforms & Public Grievances (DARPG) and the Ministry of Electronics & Information Technology (MeitY) in collaboration with the Andhra Pradesh government, focused on the theme "Viksit Bharat – Civil Service and Digital Transformation." The event highlighted the critical role of digital innovation in public administration and governance.

Inauguration And Key Dignitaries

The conference was officially inaugurated by Shri N. Chandrababu Naidu, Chief Minister of Andhra Pradesh, and Dr. Jitendra Singh, Minister of State (Independent Charge) for Science and Technology, Personnel, among other ministries. Notable attendees included Shri Pawan Kalyan, Deputy Chief Minister of Andhra Pradesh, and Shri N. Lokesh, Minister for IT and Human Resources Development, Andhra Pradesh.

Awards And Recognition

During the conference, the National Awards for e-Governance 2025 were presented, recognizing 19 exceptional digital governance initiatives. These awards included 10 Gold, 6 Silver, and 3 Jury awards across six categories. Awardees hailed from Central and State Governments, District Authorities, Gram Panchayats, and Academic/Research Institutions. The awards celebrated excellence in innovation, service delivery, and the advancement of digital governance.

Conference Sessions And Key Themes

The two-day event featured 6 plenary sessions and 6 breakout sessions, with around 70 speakers from the government, industry, and academia. The conference covered a variety of critical topics such as:

  • Vizag as an emerging IT hub

  • AI-driven inclusive solutions for Viksit Bharat

  • Digital transformation in civil services

  • Cybersecurity and digital sovereignty

  • Benchmarking service delivery standards

  • Agri Stack and digitalization of agriculture

  • Grassroots innovations and Gram Panchayats

  • International subsea cables and AI data centres for e-governance

Participation and Exhibitions

The event attracted delegates from 28 States and 8 Union Territories. A significant exhibition showcased India’s achievements in e-Governance, with a special Wall of Fame recognizing past award winners. The exhibition fostered knowledge exchange and collaboration, paving the way for future digital governance initiatives.

Visakhapatnam Declaration On e-Governance 2025

A key outcome of the conference was the Visakhapatnam Declaration, presented by Smt. Sarita Chauhan, Joint Secretary, DARPG. The declaration outlined commitments towards a secure, sustainable, and citizen-centric approach to e-governance. It emphasized innovation, inclusivity, and digital empowerment as the pillars necessary for building a developed India through digital transformation.
