The Prime Minister of India is scheduled to visit Lothal in Gujarat’s Ahmedabad district for a one-day tour to review the ongoing development of the National Maritime Heritage Complex (NMHC). Officials highlighted that this visit will focus on evaluating the project’s progress, its infrastructure, and its potential to position India as a global hub for maritime heritage tourism and research.

The National Maritime Heritage Complex (NMHC) is a flagship initiative of the Government of India aimed at preserving and showcasing 5,000 years of India’s rich maritime history. The project will bring together historical artifacts, knowledge, and experiential exhibits under one roof, making it a globally significant heritage destination.
Significance Of Lothal
Lothal, located approximately 76 km from Ahmedabad, Gujarat, was one of the prominent cities of the Indus Valley Civilization (IVC) dating back to around 2400 BCE.
It is notable as the only known port town of the IVC, with archaeological excavations revealing the world’s oldest man-made dockyard, over 5,000 years old.
This historical context makes Lothal an ideal location to host a maritime heritage complex that connects India’s ancient, medieval, and modern maritime traditions.
Project Overview
The NMHC is being developed under the SagarMala Programme by the Ministry of Ports, Shipping, and Waterways.
The Indian Ports Association serves as the nodal agency, while the Indian Port Rail Corporation Ltd. (IPRCL) is the executing agency.
The project spans approximately 400 acres, with an estimated cost of ?4,500 crore.
Funding will primarily come from the Ministry of Shipping and Ministry of Culture via the National Culture Fund, with future contributions anticipated from other central ministries, coastal states and UTs, private organizations, and CSR funds.
Design And Features
The NMHC is designed as a digitally enhanced, experiential museum with the objective of attracting historians, scholars, and tourists worldwide. It will include:
Phase 1A
NMHC Museum with six galleries, including a special Indian Navy & Coast Guard gallery, set to be one of the largest in the country.
Phase 1B
Expansion of the museum with eight additional galleries.
A Lighthouse Museum, envisioned to be the world’s tallest lighthouse museum.
Bagicha Complex, which will provide:
Parking for approximately 1,500 vehicles
A food hall
A medical center and other visitor amenities
Phase 2
Pavilions for coastal states
Hospitality and recreational zones
A recreation of the ancient city of Lothal
Maritime Institute with hostels for students and researchers
Four theme-based parks showcasing India’s maritime legacy
Phases 1A and 1B will be implemented in Engineering, Procurement, and Construction (EPC) mode, while Phase 2 will follow a land subleasing/PPP model to establish NMHC as a world-class heritage and tourism destination.
Management And Governance
A dedicated society will be formed to oversee future phases of NMHC.
The society will be governed by a Governing Council, headed by the Minister of Ports, Shipping, and Waterways.
Responsibilities will include project implementation, operational management, and coordination with central and state authorities.
