Prime Minister Narendra Modi recently laid the foundation stone for India’s first Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA) Park in Dhar district, Madhya Pradesh. This historic development is part of a larger initiative to establish world-class textile hubs across the country, designed to bring India’s textile sector at par with leading global producers.

The PM MITRA scheme is regarded as a transformative step to position India as a global textile powerhouse. By integrating the entire textile value chain in one place, the project aims to reduce costs, improve efficiency, and create large-scale employment opportunities.

About PM MITRA Parks

The PM MITRA scheme was announced by the Ministry of Textiles to establish seven mega textile parks in different states of India. These parks serve as holistic textile ecosystems where every process—from raw fibre to finished apparel—happens within the same complex.

  • Integrated Model: The parks cover all processes including spinning, weaving, knitting, dyeing, printing, finishing, and garment manufacturing.

  • Scale: Each park will span around 1,000 acres or more, with land provided by the host state.

  • Greenfield & Brownfield: New sites (Greenfield) and upgraded existing clusters (Brownfield) are both part of the scheme.

  • Vision: The initiative follows the concept of “Farm to Fibre to Factory to Fashion to Foreign”, aimed at boosting India’s textile exports.

  • Nodal Ministry: The Ministry of Textiles is overseeing the scheme’s implementation in collaboration with state governments.

Key Features Of PM MITRA Parks

Integrated Textile Value Chain
Each park is designed to accommodate all stages of production. By cutting transportation time and reducing costs, the initiative will make Indian textiles more competitive and export-ready.

World-Class Infrastructure

  • Reliable power and water supply

  • Modern roads and logistics hubs

  • Worker hostels and residential facilities

  • Plug-and-play factory units

  • Research, testing, and training centres

  • Dedicated spaces for commercial activities

Employment & Economic Impact

  • Each park is expected to generate 1 lakh direct jobs and 2 lakh indirect jobs.

  • The parks collectively aim to attract investments worth ?70,000 crore or more.

Land Utilisation Plan

  • 50% of the park area dedicated to manufacturing

  • 20% reserved for utilities (power plants, water treatment, etc.)

  • 10% allocated for commercial spaces (shops, training centres, offices)

Public–Private Partnership Model
Development will be carried out by a Special Purpose Vehicle (SPV), jointly owned by the Central Government and the concerned State Government. The model ensures better management and accountability.

Funding & Incentives

  • Central Government Support:

    • ?800 crore for each Greenfield park

    • ?500 crore for each Brownfield park

  • State Government Support:

    • Allocation of land

    • Development of additional utility infrastructure such as power lines, water supply, and connectivity

These incentives are meant to attract private players, multinational companies, and startups to set up units within the parks.

Locations Of Approved PM MITRA Parks

Seven mega textile parks have been approved under the scheme:

  • Tamil Nadu – Virudhunagar

  • Telangana

  • Gujarat

  • Karnataka

  • Madhya Pradesh – Dhar district (first park launched)

  • Uttar Pradesh – Lucknow district

  • Maharashtra

These locations were chosen based on raw material availability, skilled workforce, existing textile ecosystem, and export potential.

Significance Of PM MITRA Scheme

  • Boost to Exports: With faster production cycles and world-class infrastructure, India will be able to compete with textile giants like China, Bangladesh, and Vietnam.

  • Make in India Push: Encourages domestic manufacturing, reducing dependence on imports.

  • Employment Generation: Provides large-scale livelihood opportunities for youth, women, and skilled workers.

  • Sustainability: Infrastructure will include eco-friendly waste treatment systems to reduce the environmental footprint.

  • Skill Development: Training centres within the parks will upskill workers in modern textile technologies.

  • Rural Empowerment: By integrating farmers (cotton, silk, jute, and wool growers) into the value chain, the scheme supports rural livelihoods.
