The Unique Disability ID (UDID) Card is a standardized identification document for Persons with Disabilities (PwDs) in India. It serves as a universal identity card, recognized across all states and union territories, enabling beneficiaries to access various government schemes, entitlements, and social support programs.

According to recent data, less than 40% of India’s projected PwD population has been issued UDID cards, highlighting gaps in awareness, accessibility, and implementation of the system. The issuance of UDID cards is mandated under the Rights of Persons with Disabilities (RPwD) Act, 2016, and can be carried out through the home district hospital or the hospital providing medical treatment to the individual.

Structure And Types Of UDID Cards

Each UDID card is uniquely numbered with 18 alphanumeric characters, designed to encode critical information for administrative and security purposes. The breakdown is as follows:

  • First 2 characters: State Code

  • Next 2 digits: District Code

  • Next 1 digit: Chief Medical Officer (CMO) Code

  • Next 2 digits: Type of Disability

  • Next 4 digits: Year of Birth of the PwD

  • Next 6 digits: Running Number

  • Last digit: Checksum for security verification

To reflect the severity of disability, three color-coded UDID cards are issued:

  • White Card: Disability less than 40%

  • Yellow Card: Disability between 40% and 80%

  • Blue Card: Disability above 80%

This system ensures easy recognition of disability severity and streamlines access to benefits for differently-abled individuals.

The UDID Project: Objectives And Implementation

The UDID Project is spearheaded by the Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice & Empowerment. Its primary aim is to create a centralized, nationwide database of all PwDs and issue a UDID to every eligible person.

Key goals of the UDID Project include:

  • Establishing a unified digital system for issuing Disability Certificates and UDID cards.

  • Facilitating tracking of physical, financial, and social progress of PwDs across local, district, state, and national levels.

  • Ensuring accurate data collection to eliminate duplicate records and streamline government benefits.

  • Offering online and offline application processes for convenience, with digital records maintained centrally.

  • Supporting assessment by hospitals or medical boards to calculate disability percentage efficiently.

  • Allowing online renewal and updates to personal information.

  • Integrating various government welfare schemes for seamless benefit delivery.

  • Expanding coverage to additional disabilities in the future (currently includes 21 types).
